NAVAL, Biliran- Biliran Province State University ranked 1st and 7th in the regional ranking of State Universities and Colleges (SUC's) in Eastern Visayas for its commendable passing rate performance in the March 2019 Licensure Examination for Teachers.

The university landed first among the ten SUC's for the BLEPT First-time takers for Elementary Education with 56.25% passing rate for first timers. The university also placed 7th in the ranking for Secondary Education with 30.12%.
