Mabuhi ka oh BiPSU, Alma Mater dear

As the premiere state university in the province, Biliran Province State University, arose from the conversion of the Naval State University (NSU), formerly the Naval Institute of Technology (NIT), in accordance with Republic Act No. 11170. The aforementioned legislative bill is the result of the academic community's and Biliranons' collective efforts, unending prayers, and noble dreams.

On January 3, 2019, President Rodrigo Roa Duterte signed into law Republic Act 11170, An Act Amending Republic Act No. 9718, Entitled: “An Act converting the Naval Institute Of Technology in the Municipality of Naval, Province of Biliran into a state university to be known as the Naval State University, integrating therewith the Biliran National Agricultural College in the Municipality of Biliran and appropriating funds therefore”. The said law also  provided that “…in order to effect a smooth transition, the incumbent OIC President of the Naval State University shall serve as the first and full-fledged and duly appointed President of the University whose term is considered as a transition period for four (4) years. Thus, with the approval of the BiPSU-Board of Regents, Dr. Victor C. Canezo, Jr. was installed as the first University President of Biliran Province State University.

Its modest beginnings as a learning institution began in 1945 with the opening of a secondary public high school, the Naval High School, under Municipal Resolution No. 35 issued by Hon. The Municipality of Naval began operations in the academic year 1946–1947 under the leadership of the late Pablo Caneja, its mayor.

Through Republic Act 4309, which went into effect on August 31, 1972, the Naval High School was authorized to become a chartered Higher Education Institution (HEI) with national funding. It was given the name Naval Institute of Technology (NIT). In accordance with the aforementioned law, collegiate-level technological, engineering, educational, and other professional and vocational courses may be offered.

On October 14, 2009, Her Excellency Gloria Macapagal-Arroyo signed House Bill No. 4414 into law, which marked the institution's first step toward becoming a state university. With the passage of Republic Act 9718, also known as "An Act Converting the Naval Institute of Technology in the Municipality of Naval, Province of Biliran into a State University to Be Known As the Naval State University, Integrating Therewith the Biliran National Agricultural College in the Municipality of Biliran and Approving Funds Therefor," Dr. Edita S. Genson became the first president of NSU.

Dr. Genson's full term as the first University President ended in November 2013, leaving the presidency open for election. Several nominations and searches were organized, but all failed due to the provision in Section 9 of RA 9718 that states, "xxx... no person shall be appointed as University President if he/she is related by consanguinity or affinity up to the third civil degree to any incumbent local or national".

In an attempt to amend RA 9718 and install a full-fledged president, Representatives Rogelio J. Espina, Ann K. Hofer, Antonio L. Tinio, France L. Castro, and others supported House Bill 6065, An Act renaming the Naval State University (NSU) in the Municipality of Naval, Province of Biliran as the Biliran Province State University (BiPSU) and removing the prohibition on the appointment of the university president and private sector representatives On August 14, 2017, the House of Representatives approved the aforementioned legislative bill on third reading. The bill, sponsored by Senator Francis "Chiz" Escudero, was approved by the House of Senate on August 14, 2018.

Under the leadership of a young and visionary leader, Dr. Victor C. Cañezo Jr, BiPSU continues to make a name for itself in the academic and educational spheres of the country, soar high in its pursuit of excellence and quality education. The university's outstanding achievements in the fields of instruction, research, extension, and production services attest to this.
