Dr. Victor C. Canezo, Jr., is no ordinary leader. Passing the Career Executive Service Officer (CESO) examination has been a milestone for his young yet experienced career as an academician, manager, teacher, author, researcher, lecturer and a father of a higher education institution (HEI). His leadership skills and managerial expertise in higher education have been further seasoned by his varied experiences as the Dean of the College of Education, University and Board Secretary-Designate, Graduate School Professor and his excellent record in research, and as a sought-lecturer & resource person. Case in point, he has recently been invited as a resource speaker in Outcomes-Based Education at Frankfurt, Germany last August 2017.
Dr. Canezo finished his undergraduate studies in Bachelor of Secondary Education major in English and Literature at Leyte Normal University and received his Master’s Degree at Xavier University, Ateneo de Cagayan, Cagayan de Oro City as a full-scholar of the Institute of the Development of Educational Administrator (IDEA) and received his Doctor of Education at Naval State University-Main Campus.
His outstanding performances as a classroom teacher, coach, trainer, and school publication and student council adviser steered him to various managerial positions such as the Head of the Academic and Student Affairs of the Cathedral School of La Naval; the Human Resource Officer, Member Development Officer and as a Board Recorder of the Board of Directors of the Biliran Electric Cooperative (BILECO).
Being a dedicated and committed academician, he has received numerous distinctions and awards. The worth mentioning, he was given recognition as research paper presenter in the Higher Education Forum, Hong Kong International Conference on Education, Psychology, and Society last December at Hong Kong and also published some studies in internationally-refereed journals. He was also adjudged as one of the 2012 Outstanding School Paper Advisers in the Philippines awarded by the Department of Education, held in Puerto Princesa City, Palawan and the Division of Biliran as Campus Journalism Consultant. He is also an active Senior Accreditor of the Accrediting Agencies of Chartered Colleges and Universities in The Philippines (AACCUP).
His attendance and participation in several international, national and local training and seminars further enhanced and honed his knowledge and skill as an educator and leader. Among these workshops are on the 10TH QS World Class, Classroom for World University Leaders, Westin Taipei, Taiwan last March 2017, Executive Management and Leadership, Teacher Education, K - 12 Curriculum, Outcomes Based Education, Understanding by Design, Whole School Approach, Journalism and Teaching Methodologies and Strategies, etc.
In his nearly four (4) years incumbency as the youngest dean, he has made remarkable accolades for the college and the university. Not to mention, only during his term, the College of Education was declared twice as the Best College/ Bureau per Department of Budget and Management (DBM) Ranking for the year 2015 and 2016 and that two of its programs, Bachelors of Elementary and Secondary Education, were granted its CHED Certificate of Program Compliance (COPC), the first to be awarded COPC in entire Region 8. It was also during his leadership that the BSED Program was granted accreditation Level III Phase 2 and BEED Program Level II by the AACCUP.
Further, as a visionary and proactive leader, he led in the crafting of the college’s strategic direction, the first among all colleges, dubbed as “The Victorious Education”, as an initiative to lobby various transformations and development in the areas of instruction, research, extension and production services. One of its apparent manifestations was the exponential progress of the research publications of the faculty and the increase of the Licensure Examination for Teachers passing percentage and to note; the College has produced a National Top Notcher (6th Placer).
Recently, he has co-authored the following books in Professional Education 1.) The Learner’s Development and Environment. 2.) Experiencing the Teaching-Learning Process 3.) Technology in the Learning Environment 4.) Exploring the Curriculum 5.) Learning Assessment Strategies. 5.) On Becoming a Teacher.
Dr. Canezo’s resurgent force both as an academician and a leader has further gained momentum as he was entrusted by the Board of Regents of Naval State University to be the Acting University and Board Secretary giving him a wider scope of knowledge in managing crucial documents in the university’s highest governing body ushering him towards greater understanding to the dynamics of Higher Educational Institutions. The Commission on Higher Education Regional Office VIII has also recognized his expertise in the field of Teacher Education as he is requested to be an evaluator of the Regional Quality Assurance Team (RQAT).
A humble and dedicated President possessing a resilient and open-minded attitude with proven skills in leadership jived with reputable academic background and exposure to international trainings, conferences, an accomplished researcher, DR. VICTOR C. CANEZO JR., with the heart to serve and passion to lead, is surefire a leader in the making for the Higher Educational Institutions in the Philippines.
And just recently, Dr. Canezo had been appointed officially to man the university as it unfold another milestone as the university was renamed as Biliran Province State University (BiPSU) by virtue of Republic Act 11170 as he was entrusted to be its first University President. The determination to succeed, the capabilities to lead, the humility to serve – Dr. Victor C. Canezo has surely been prepared by history for a challenging destiny. To change lives; To transform people; To leave indelible marks in the Biliran Province State University.
Article 2 General Mandate
General Mandate. The general mandate of the University shall be in accordance with SEC. 2 of Republic Act No. 9718 as provided below:
Section 2. General Mandate. - The University shall primarily provide advanced education, higher technological, professional instruction and training in the fields of arts and sciences, education, agriculture, fishery, forestry, maritime education, information and communications technology, engineering, tourism and other related fields of study. It shall also undertake research and extension services, and provide progressive leadership in its areas of specialization.
