BiPSU launches 2022 Strat Plan; CHED Comm underscores foresight and futures-thinking

Biliran Province State University officially launched its institutional Strategic Planning activity for Fiscal Year 2022 dubbed as “Strategic Planning for the fiscal year (FY) 2022: The Weaving of Worthiness Continues”, yesterday via zoom conferencing.

The said activity was graced university key officials and Dr. Aldrin A. Darilag, CHRP, RMT, RN, Commissioner of the Commission on Higher Education (CHED) and Chairperson of the Biliran Province State University (BiPSU) Governing Board as the keynote speaker and shared his topic “Navigating Strategic Planning amid disruptions: Future-Proofing BiPSU”.

In his message, Commissioner Darilag emphasized the role that foresight and futures-thinking play in strategic planning, especially in the context of the COVID-19 “as an integral introspection to move forward, we must now ensure that our systems and procedures are adaptable and resilient to both global and domestic disruptions, to guarantee the continuity of quality and accessible tertiary education for all stakeholders.”

“Ultimately, the Commission intently pursues the need to actualize the potentials of future-proof Philippine higher education institutions as platforms for knowledge, production, and advancement, as engines of development through responsive and relevant research programs, as producers of multi-specialist creators, problem-solvers, collaborators, inventors, thinkers, and innovators, who can examine phenomena explore new frontiers and bring forth innovative solutions for multidisciplinary and interdisciplinary lenses,” Dr. Darilag added.

Moreover, the said launching was also attended by Ms. Tina Aquino, Philippine Quality Awards (PQA) Assessor and Planning Consultant and the official consultant of BiPSU’s strategic planning for FY 2020.

This year’s Strategic Planning consisted of a series of enrichment activities designed to increase the knowledge and understanding of the officials on topics that are directly relevant to the institution’s vision, mission, and mandates facilitated by experts from the Development Academy of the Philippines (DAP), Department of Budget and Management (DBM), Philippine Quality Awards. 

Among the topics and speakers included Phronetic Leadership in Higher Education and the Hiraya Foresight by Dr. Lizan Perante-Calina, Dean of the DAP Graduate School of Public and Development Management and the President of the Society for Public Administration and Philippine Future’s Thinking Society; Reforming the Higher Education: How might BiPSU achieve its Vision? By Dr. Aser B. Javier, President and Chief Consultant of Elkhorn Governance Consulting Co., in Nebraska, USA; Weaving of Worthiness amidst the COVID-19 Pandemic: A Management Case presented by Dr. Victor C. Canezo, Jr, University President; the Bugdet Process in State Universities and Colleges (SUCs) by Florita M. Lacdo-o, CPA, Chief Budget and Management Specialist of DBM RO VIII; Procurement Process, Planning and Activities by Director Imelda R. Cabalona-Laceras, CESO III, Regional Director of DBM RO VIII.
