The Office of the University and Board Secretary (OUBS) is established primarily to handle the records and communication of the Board and the University. It also serves as the main channel of communication between the University’s highest governing body and the University’s officials, faculty, staff, and students. Under Section 52 of the 2022 Revised Implementing Rules and Regulations of Republic Act No. 9718, as amended by Republic Act No. 11170 or the BiPSU Charter, the mandate for appointment and functions of the Secretary of the Board and University are explicitly stipulated.
Ensuring that the line of
communication between these groups is properly managed and the delivery of
services is unhampered, the OUBS is transitioning to the digitization of all
its transactions and operations particularly the requisition of the documents
and informing the stakeholders of the actions and decisions of the Board. This
is also to streamline the operations and services to achieve efficient, fast,
and accessible delivery of services to the stakeholders.
The OUBS portal will serve as the
communication and policy hub of the University and the Board. It will house the
official issuances and orders of the University President and other relevant
policies approved by the Board. However, those Board resolutions that are
classified as “controversial/confidential and restricted” and minutes shall not
be uploaded to ensure confidentiality and shall remain in custody within the
