Presidential Management Staff (PMS)

The Presidential Management Staff (PMS) acts as a direct support system for the University President, aiding in the oversight of the university's daily operations. They contribute to the development and implementation of institution-wide policies and procedures, ensuring smooth communication between the President's Office and other university departments. The PMS, composed of Special Assistants for Administration & Finance, Research, Innovation & Extension Services, Student & External Affairs, External Campus Concerns, and Academic Affairs, often handles special projects and initiatives launched by the President. Their tasks can liaising with internal and external stakeholders to support the President's vision for the university.

  • ABOUT ME

    Joedel O. Peñaranda serves as Executive Assistant to the University President of Biliran Province State University (BiPSU). He concurrently leads the Strategic Innovation & Knowledge Laboratory (SIKLAB) and previously directed the Institutional Planning Office. Beyond campus, he heads the Secretariat of Pangandoy sa Hiraya: The Futures-Thinking Consortium of HEIs in Eastern Visayas, where he advances collaborative foresight and policy work among state universities.

    Joedel’s BiPSU journey began in June 2015 as a Secondary School Teacher at the University’s (then Naval State University’s) Laboratory High School, teaching English and mentoring student competitors in debate, public speaking, and campus journalism through 2019. Selected as a Fulbright Foreign Language Teaching Assistant at Skyline College (California) in 2019–2020, he returned to BiPSU and continued to teach part-time—from 2020 until 2025—through team teaching, debate and public-speaking classes, and coaching, while taking on higher administrative responsibilities. This educator-administrator trajectory has remained constant up to his present executive assignment.

    As an internationalization lead and co-founder of BiPSU’s International Affairs Office, Joedel helped initiate and steer institution-wide entries to three major platforms: QS Stars, UI GreenMetric World University Ranking, and Times Higher Education (THE) Impact Rankings—frameworks that sharpen BiPSU’s quality benchmarks and sustainability posture.

    His futures credentials include certificate work with the Institute for the Future and the Lee Kuan Yew School of Public Policy (Foresight to Policy Masterclass), and full membership in the Association of Professional Futurists (APF). He also earned a fellowship under the UPLB Higher Education Leadership Mentoring (HELM) program.

    Joedel has been recognized as Regional Winner and National Semi-Finalist in the Civil Service Commission’s 2023 Search for Outstanding Government Workers (Pag-asa Category). He has likewise served as a judge for the QS Reimagine Education Awards, reflecting his ongoing engagement with evidence-based teaching and learning innovation.

    He holds a BSEd in English (magna cum laude) from BiPSU; an MA in Education (English Language Teaching) from the University of San Carlos; and a Master in Public Management from the Development Academy of the Philippines, where he graduated class valedictorian and received the Leadership Award. He is a PhD in Education (English) candidate. His teaching qualifications have been recognized by the Netherlands’ DUO, and he is a Licensed Professional Teacher in the Philippines and a registered teacher in both the Northern Territory (Australia) and Aotearoa New Zealand.

    In consultancy and quality management, Joedel serves as an assessor for the Philippine Quality Award (PQA) and advises on DOST’s Harmonized Technical Consultancy Services (Quality Management), complementing his university work with systems-level improvement efforts across the public sector.

    At heart, he remains an educator—continuing to teach public management, education policy, and strategic foresight in BiPSU’s School of Graduate Studies—and a coach whose debate and journalism mentees have won regional championships and top adjudicator honors.

APPLE JOY B. VISITACION, MPM

Assist in managing appointments and public relations efforts. Facilitate communication between the President's office and various stakeholders for appointments. Oversee public relations strategies and initiatives.

    Apple Joy Balondo-Visitacion currently serves as the Special Assistant to the President for Appointments and Public Relations at Biliran Province State University (BiPSU). In this role, she manages the daily schedule of the University President, coordinates institutional engagements, and supports the Office of the President in advancing key programs and initiatives. She also oversees the official Office of the President Facebook Page, ensuring that the BiPSU community and the public are regularly informed of the President’s engagements, institutional accomplishments, and ongoing developments. Since 2024, she has been co-leading the crafting of the President’s Quarterly Accomplishment Reports, which highlight BiPSU’s progress, in line with the WoW BiPSU Development Plan 2.0.

    She was also the first University Editor-in-Chief of The Weavers, the official publication of the university for administration, launched in 2024, which documents institutional key developments across the university. In addition, she led the crafting and publication of Hibla: Weaving Dreams for BiPSU, BiPSU’s first coffee table book, which chronicles the accomplishments of the current administration from 2015 to 2023.

    A Certified Human Resource Associate (CHRA) and a Licensed Professional Teacher, Ms. Visitacion holds a Bachelor’s Degree in Social Sciences, Major in Political Science (2016) from the University of the Philippines (UP) Visayas Tacloban College, and a Master’s in Public Management from BiPSU. In March 2024, she successfully passed the Licensure Examination for Teachers, majoring in Social Science. 

    Apart from her administrative role, she is also an educator at the School of Management and Entrepreneurship (SME), where she teaches subjects in Social Sciences. She also serves as the University’s designated Data Privacy Officer (DPO), responsible for ensuring compliance with the Data Privacy Act of 2012 (RA 10173). In this capacity, she leads the development of internal privacy policies, awareness campaigns, and institutional programs on data protection. In 2025, she earned the Bronze-Level Certification from the Data Privacy Professionals of the Philippines after completing a five-day intensive onsite training and passing the comprehensive examination.

    Her passion for student leadership, honed as a former campus leader and Youth Development Officer at the Department of Education, continues today in her role as adviser of the Federated Supreme Student Council (FSSC).

    Beyond these responsibilities, she continues to support the initiatives of the current administration and remains committed to the plans of the university, believing that every effort she contributes—no matter how small—helps bring BiPSU closer to its vision of becoming an internationally recognized institution that serves both local and global communities.

DANICA YBANEZ

    Danica A. Ybañez serves as the Special Assistant to the President for Administration and Finance at Biliran Province State University. She plays a vital role in the day-to-day operations of the Office of the President, providing full executive support and overseeing administrative coordination. Her responsibilities include managing office issuances, handling official records and correspondence (including email communications), and assisting in financial planning and administrative oversight. She works closely with the President to ensure budgetary compliance, operational efficiency, and effective coordination between the Office of the President and various finance and administrative units.
    Before her current role, Danica worked as a Project Assistant II for the Gender-Responsive Economic Actions for the Transformation of Women (GREAT Women Project), where she handled financial, administrative, and training-related tasks. She also served as a Project Evaluation Assistant under the Institutional Planning Office of BiPSU, gaining valuable experience in planning, documentation, and evaluation processes.
    Danica is deeply motivated by a belief that there is a greater purpose beyond being in the spotlight. She finds meaning in serving as the backbone of operations, where her contributions—though often unseen—are essential to the success of those she supports. For her, there is beauty in sacrifice, quiet leadership, and in providing unwavering support to her supervisors and the Office of the President. She values balance, precision, and clarity in both administrative processes and interpersonal relationships, and strives to foster a work culture that is organized, accountable, and purpose-driven.
    Danica does not believe in labels or in boxing oneself strictly within a profession. She holds the belief that anyone can be anything, as long as their actions are driven by intention, integrity, and heart.
    Outside of her administrative work, Danica is an artist at heart. She is a proud member of the UP AnBalangaw Performing Arts Group, where she has participated in theatrical productions, Waray-Waray cultural performances, poetry readings, and traditional dances. She also enjoys singing as a hobby and teaches art classes, combining her passion for the arts with her dedication to education and cultural preservation.
    And if you speak with her, you'll quickly see that at the heart of her values is a profound commitment to equality in all aspects of life. She strongly advocates for women’s empowerment and financial independence, believing that every woman deserves the freedom to shape her own future. As she often puts it, with both conviction and a touch of humor, she supports “women’s rights and wrongs”—because real empowerment means standing with women not just in their triumphs, but also in their missteps.

JOSHUA GIBSON V. FUENTES

    Joshua Gibson V. Fuentes is a licensed electrical engineer who balances technical expertise with a passion for words. He completed his Bachelor of Science in Electrical Engineering at Biliran Province State University (BiPSU) in 2013 and passed the licensure exam the following year.
    A native of Kawayan, Biliran, Joshua found his voice early in campus journalism as early as first-year high school. In college, he served as editor-in-chief of BiPSU’s student publication for two straight years, sharpening his skills in writing and leadership.
    Professionally, he has been part of the University Media and Information Office (UMIO), where he once led the Media Appointments and Monitoring section before being appointed Special Assistant to the President for Academics, Students, and External Affairs. He is also a part-time instructor at BiPSU’s School of Engineering.
    Outside work, Joshua prefers the comfort of home, often found cooking, watching series, or writing. Despite being an introvert at heart, he is deeply engaged in community service as a youth leader and a member of his church’s music and multimedia team.
    A writer by passion and an engineer by profession, Joshua hopes to use his gifts to take part in BiPSU’s weaving of worthiness, helping in his own way to build a community that grows together with purpose and heart.
