Biliran Province State University Earns High Praise in 2022 DBM Performance Review  

Biliran Province State University (BiPSU) has recently been lauded by the Department of Budget and Management (DBM) for its impressive achievements in the 2022 fiscal year. This recognition was revealed in a letter penned by Acting Undersecretary Cristina B. Clasara from the Budget Preparation and Execution Group.

Undersecretary Clasara applauded BiPSU for its effective and judicious use of government funds, aligning these resources seamlessly with the institution's plans and targets. Such a review is an integral part of the DBM's annual surveillance system, as prescribed by Executive Order No. 292 (Administrative Code of 1987).

The commendation specifically highlighted BiPSU's physical accomplishments in the Higher Education Program. The university not only met but also surpassed all physical targets across four key performance indicators. Moreover, the institution was praised for its efficient financial management, as evidenced by the successful disbursement of 99% of its obligations.

Another area of notable achievement was the university's income performance. As of December 31, 2022, BiPSU had a collection rate of an astounding 161.01%, tripling its mid-year accomplishment rate. This significant surge was largely due to the receipt of tuition fees subsidy from the Commission on Higher Education (CHED) and the execution of income-generating projects.

The DBM also underscored the university's considerable success in its major programs. Remarkably, 96.97% of undergraduate programs at BiPSU were accredited, dramatically surpassing the annual target of 75%. The university's diligent efforts in preparing students for licensure exams also paid off, with an impressive 54.90% of first-time takers passing their exams, comfortably exceeding the annual target of 44%.

Acting Undersecretary Clasara concluded the letter by offering a series of recommendations to boost the university's performance further. These included maintaining activities that contribute to board exam success, reviewing physical targets, initiating early procurement activities, and enhancing the punctuality of Budget and Financial Accountability Reports (BFARs) submissions.

In her closing remarks, Clasara expressed her appreciation for BiPSU's dedication to fulfilling its commitments and expressed hope that the review's results would provide valuable guidance for the university's future performance. This esteemed review stands as a testament to BiPSU's unwavering commitment to delivering excellence in higher education.
