Biliran Province State University (BiPSU) Institutional Planning Office (IPO) Director, Mr. Joedel O. Peñaranda, has been awarded as the regional winner and advances as a national semi-finalist under the Civil Service Commission (CSC) PAGASA Individual Category during this year's Search for Outstanding Government Workers.

According to the CSC website, the Civil Service Commission Pagasa (Pagasa) Award (for individuals or groups), pursuant to Executive Order No. 292 and its Implementing Rules and Regulations, recognizes superior work performance and outstanding contributions benefiting an office, agency, community, or region.

Notably, among the 10 regional winners identified by the CSC Regional Office VIII, only Mr. Penaranda advances to the semi-finals. He is likewise BiPSU’s historic first winner in the individual category of the HAP. The last awardee from the university was in 2016 when the Journal of Society and Technology (JST) won the regional CSC Pagasa Award (Group Category).

Moreover, in a Facebook post by Mr. Peñaranda, he expressed his gratitude to everyone who contributed significantly through his journey.
"This award, particularly my qualifying for the nationals and representing the Eastern Visayas, has not sunk in yet. I'm overjoyed... This feels surreal and I'm just thankful for everything and everyone who helped me become who I am today, particularly my parents and family for their relentless support," Mr. Peñaranda stated.

Mr. Peñaranda advances as a national qualifier and has the opportunity to participate in the awarding rites for outstanding government workers this coming September in Malacañang.

The Honor Awards Program (HAP), administered by the CSC, functions as a systematic and prestigious rewards and recognition framework. It has been instituted to commend and distinguish government officials and employees who have demonstrated exemplary professional proficiency and superior work performance.
