Biliran Province State University (BiPSU) received the Best Agency Performance Review (APR) Presentation and People Choice Awards at the FY 2023 Full-Year Agency Performance Review Consultation held in Tacloban City. The Department of Budget and Management Regional Office organized the event on February 27.

BiPSU's presentation, delivered by Institutional Planning Office Director Joedel Penaranda and Planning Officer III Jessie Cerera, earned a score of 97.67% from judges. This placed the university in first place, ahead of NwSSU (92%) and TESDA Region 8 (86%). BiPSU's presentation also received the most online votes and was selected by event attendees as the Most Outstanding APR Presentation.

A total of 12 agencies participated in the event, including 10 State Universities and Colleges (SUCs), TESDA, and CHED in Region 8.

BiPSU is among three SUCs in Eastern Visayas that achieved or surpassed the 14 indicators in the FY 2023 Physical Targets outlined in the General Appropriations Act (GAA) 2023. This marks the university's fourth consecutive year of maintaining this performance level.
