Biliran Province State University (BiPSU) is fully committed to protecting your personal data privacy in compliance with Republic Act No. 10173, otherwise known as the Data Privacy Act of 2012 (DPA), and other relevant privacy laws and issuances of the National Privacy Commission (NPC).

This Privacy Statement explains how BiPSU collects, uses, stores, and protects personal data obtained from stakeholders such as students, faculty members, employees, alumni, partners, and the general public.

Whenever we collect personal data through our various platforms—such as online portals, registration systems, research databases, surveys, or in-person transactions—we will provide a specific privacy notice in an appropriate format and manner.

In all instances, BiPSU ensures that the processing of your personal data adheres to the principles of Transparency, Legitimate Purpose, and Proportionality as required by the DPA.

STORAGE AND RETENTION

Biliran Province State University (BiPSU) ensures that all personal data collected is retained only as necessary to fulfill the purposes for which they were obtained, or as required by existing laws, university policies, and auditing or reporting obligations.

The University strictly adheres to the National Archives of the Philippines (NAP) Guidelines on the Disposal of Valueless Records in Government Agencies and other relevant issuances, to ensure that all records—whether physical or electronic—are properly appraised, retained, and disposed of in accordance with established government standards.

Upon expiration of the authorized retention period, records containing personal information shall be securely and permanently disposed of through appropriate methods such as digital anonymization, deletion, or physical shredding, to prevent any form of unauthorized access, disclosure, or misuse.

RIGHTS OF A DATA SUBJECT

Under the Data Privacy Act, you have the right to:

• Be informed about how your personal data is being processed;
• Access your personal data held by BiPSU;
• Rectify inaccurate or incomplete data;
• Object to processing based on consent or legitimate interest;
• Indemnified for any damages sustained due to inaccurate, incomplete, outdated, false, unlawfully obtained, or unauthorized use of personal data.
• Erase or block your data under lawful conditions; 
• Data portability for applicable data types; and
• File a complaint with the appropriate authority for any violation of their data privacy rights

RISKS AND LIMITATIONS

While BiPSU employs reasonable safeguards, no data transmission or storage system can guarantee absolute security. Potential risks include unauthorized access, cyberattacks, or system errors. Nevertheless, BiPSU maintains incident response and data breach protocols in line with NPC requirements to mitigate and address such risks promptly.

CHANGES TO THIS PRIVACY NOTICE

BiPSU reserves the right to modify or update this Privacy Notice at any time. Updates will be posted on the official university website and will take effect immediately upon posting. Previous versions shall be archived and made available upon request.
