ORMOC CITY - Biliran Province State University, through its Institutional Planning Office (IPO) and the Office of the Chief Administrative Officer for Finance conducted its Top Management Planning & Budgeting last 17-18 January.

Top management officials, including the University President, Vice-Presidents, and key personnel from the Finance and Accounting teams both from the Naval and Biliran campuses participated in the activity. Hon. Vennie Coton, Faculty Regent and Hon. Jesus Sta. Iglesia, Student Regent, also joined the planning and budgeting event.

The participants discussed the university’s allotment in the General Appropriations Act (GAA) or R.A. No. 11639 for the fiscal year (FY) 2022. Specifically, through the presentation of Atty. Pahmi Hadji Salic Ampaso, CPA, the Chief Administrative Officer for Finance presented the following:

1. Brief Comparison Between 2021 and 2022 GAA II; 
2.  Factors that Bring About the Significant Increase in the 2022 GAA;
3. Some Relevant Specific and General Provisions in the 2022 GAA ; and
4. Breakdown of the Three Allotment Classes (P.S., MOOE, and C.O.) by Object of Expenditures and Programs.

Highlights of the discussions included the provision of 9.2 Million pesos for BiPSU's Infrastructure and Smart Campus Development, Operationalization of Face-to-face Classes and Upgrading/Procurement of Equipment, 62.5 Million for the Increase in Carrying Capacity of Nursing and Allied Health Programs, 2 Million pesos in funding BiPSU's Capacity Development on Futures Thinking and Strategic Foresight in the General Appropriations Act (GAA) for 2022.

Outputs from the activity include inputs to the 2022 operational plans of the university and specific plans of actions in the utilization of funds with the aim to maximize budget utilization by the end of the year.
