BiPSU sets GAA 2023 Targets; 2021 Annual Performance reviewed

Key university officials met to discuss and review the institution’s annual performance for the fiscal year 2021 and set the physical targets for 2023 on March 10, 2022, held at the Convergence Room, Automotive Building, BiPSU, Naval, Biliran.

Office of the University President (OP) Memorandum Order No. 30, series of 2022 directed the participants of the said activities to discuss the university’s 2021 annual performance in line with the Department of Budget and Management (DBM) Regional Office VIII Advisory dated February 2, 2022, with the subject "Submission of Fiscal Year (FY) 2021 Agency Performance Review (APR) Report. The review covered the institution's financial, Income, and Physical accomplishments.

Out of the ninety-six percent (96%) released appropriations, the obligations BUR (Obligation as against allotment) of all allotment classes from Personnel Services (P.S.)  is 100%, Maintenance and Other Operating Expenses (MOOE) at 82%, and Capital Outlay (C.O.) at 91%. The Disbursements BUR as a percentage to Obligation showed a total utilization rate of 96%. Both P.S. and MOOE reported a 100% utilization rate of the said Disbursements BUR while the Disbursement BUR for CO is 90%. The unpaid CO (10%) represents payment for the last billing and retention money of three (3) ongoing projects and retention money of two (2) completed projects.

As observed for 2021, the university has a low-income performance, which is pegged at 62%. The performance has been massively affected as BiPSU has not yet received its tuition and fees subsidies from CHED, as of reporting date. It is worth noting that the said income performance excludes the grants/donations received by the university, amounting to P56,645,000.00.

As to the physical performance, BiPSU has exceeded all performance targets for 2021.

Meanwhile, the officials resolved to adjust and recalibrate the university’s physical targets in the General Appropriations Act (GAA) for 2023 or the major final outputs covering the Higher Education, Advanced Education, Research, and Technical Advisory Extension programs following the guidelines stipulated in the National Budget Memorandum No. 142 with the subject National Budget Call for FY 2023 dated Januar 12, 2022. The targets were based on the trends of both targets and accomplishments and the current capacity of the university in terms of resources.

The participants of the said activities included the University President, Vice-Presidents, Deans of the schools from both Naval and Biliran campuses, Chief Administrative Officers for Administration & Finance, the University Accountant, Directors of the Extension Services, Research & Innovation, Institutional Planning, Gender and Development, and Quality Assurance & Accreditation Office, and the Planning Coordinator of the Biliran campus.
