BiPSU taps DBM Region 8 for Budget Process & Procurement Planning workshops

The Biliran Province State University (BiPSU) has partnered with the Department of Budget & Management (DBM) Regional Office VIII to discuss SUCs’ Budget Processes and Procurement Planning during the 2nd leg of Enrichment Activities in line with the institution’s Strategic Planning activities for the FY 2022, which was facilitated by the Institutional Planning Office (IPO) on August 24, 2021, via video conferencing.

Florita M. Lacdo-o, Chief Budget and Management Specialist of DBM RO8 discussed SUC’s Budget Processes sharing important elements in the budget process, the phases of the budget cycle, especially in the context of National Budget Calls. Chief Lacdo-o also shared the FY 2022 Tier II results and numbers for BiPSU in terms of its capital outlay projects and Maintenance and Other Operating Expenses (MOOE) where she shared tips and suggestions moving forward.

Moreover, DBM Region 8’s Director, Imelda R. Cabalona-Laceras, CESO III served as the resource person on the Procurement Process, Planning, and Activities where the Philippine Procurement Paradigm, Annual Cash-Based Appropriations, among others. Director Cabalona-Laceras, who is also the Head of the Government Procurement Policy Board (GPPB) Accrediting Team in Region 8, stressed that “planning remains as the weakest link” in the procurement process and that SUCs should strengthen the procurement planning and budgeting linkage.

“The budget processes and dynamics should be cascaded down to all units since these are crucial information in the implementation of BiPSU development plans. This is also to break down possible communication silos that may happen in the link between procurement and planning,” Mr. Joedel Peñaranda, who heads the Institutional Planning Office (IPO) said.
