Local CSOs favorably endorse BiPSU’s FY 2022 Proposed Priority Projects & Programs; Budget Partnership Agreement signed

Twelve (12) Civil Society Organizations (CSOs) in the Municipality of Naval entered into Budget Partnership Agreement (BPA) with the Biliran Province State University (BiPSU) during the CSO Consultation and BPA Drafting held at the University Hostel, BiPSU, Naval, Biliran on March 19.

The following accredited and recognized CSOs by the Municipal Development Council (MDC) in Naval have participated in the said activity and have unanimously favorably endorsed BiPSU’s FY 2022 Proposed Projects:

  1. Federation of Naval Biliran Tricycle Operators and Drivers Association Inc. (FENABTODA Inc.) - represented by Mr. Jeane Sanjorjo
  2. Naval Women's for Family Protection and Upliftment Inc. - represented by Mrs. Riza Paanod
  3. Farmers & Fisherfolks for Greener Environment (FOGE) - represented by Mr. Roger Rosales
  4. Naval Youth Club - represented by Mr. Jade Narrido
  5. Municipal Agriculture and Fisheries Council (MAFC) - represented by Ms. Myrna Delda
  6. Naval Pedecab Drivers Association (NAVPEDA) - represented by Mr. Edwin Mamantal
  7. Naval Hog Raiser's Association - represented Mr. Jerome T. Arcenal
  8. Naval Fish Vendors Association - represented by Mr. Dennis Vasaya
  9. Biliran Chamber of Commerce and Industry - represented by Mr. Christopher Ang
  10. Naval Meat and Chicken Vendors Association, represented by Mr. Alvin Cuizon
  11. Naval Biliran Tricycle Operators and Drivers Association (NABILTODA) - represented by Mr. James Hutchinson Jr.
  12. Philippine Institute of Civil Engineers (PICE) Biliran - Chapter - represented by Engr. Warlito B. Alagao

Meanwhile, sectoral representatives from the University have also attended the event namely Hon. Vennie G. Coton, representing the Faculty, Mr. Benedicto G. Batistis, representing the Alumni, and Dr. Marianne Dagaylo-an, for Gender and Development (GAD) Office. Other University officials headed the University President, Dr. Victor C. Cañezo, Jr. have also participated in the consultation.

The activity is in line with the National Budget Memorandum No. 138 dated 06 January 2021 which instructs agencies such as SUCs to conduct and facilitate consultations with CSOs in recognition of citizen participation in the budget process—efforts that are expected to result in a responsive budget allocation, enhanced good governance, and improved delivery of public services.

The activity culminated with the signing of the BPA which the Department of Budget & Management (DBM) defines as “a legal instrument that define a mechanism for CSOs’ formal engagement in budget preparation and execution at the agency level. Under these agreements, active and recognized engagement of CSOs with agencies would help improve the quality of budgetary allocation by identifying inefficient and ineffective programs, refining the geographical distribution of public investments, and improving the delivery of services, among others.”
