The activity is in line with the National Budget Memorandum No. 142 dated 12 January 2022 instructing agencies such as SUCs to conduct and facilitate consultations with CSOs in recognition of citizen participation in the budget process—efforts that are expected to result in a responsive budget allocation, enhanced good governance, and improved delivery of public services.

The activity culminated with the signing of the BPA which the Department of Budget & Management (DBM) defines as “a legal instrument that defines a mechanism for CSOs’ formal engagement in budget preparation and execution at the agency level. Under these agreements, active and recognized engagement of CSOs with agencies would help improve the quality of budgetary allocation by identifying inefficient and ineffective programs, refining the geographical distribution of public investments, and improving the delivery of services, among others.”
