Biliran Province State University (BiPSU) has reached a new academic milestone after securing the Certificate of Program Compliance (COPC) from the Commission on Higher Education (CHED) for its Bachelor of Science in Civil Engineering program, effective Academic Year 2025–2026.

The COPC, issued by CHED Regional Office VIII affirms that BiPSU has met the rigorous national requirements in curriculum, faculty qualifications, and facilities as set forth under the Higher Education Act of 1994.

Representing the university, Vice President for Administration and Finance Engr. Vivencio A. Pelasco and School of Engineering Dean Dr. Carmel Sigrid Docallos formally received the certificate at the CHED Regional Office VIII  on August 14, 2025.
