Bringing to life its mission of being a University responsive to the needs of the local and global communities, the Biliran Province State University (BiPSU) and the Department of Education (DepEd) – Biliran Division formally launched "Project MES-EXCEL" through a Memorandum of Agreement (MOA) signing held on December 1, 2025, at the OP Convergence.
The initiative, officially titled "Project MES-EXCEL: Mathematics, English and Science Extension for Community Education and Learning," is spearheaded by the BiPSU School of Graduate Studies (SGS) under the Master of Advanced Education program.
On the part of BiPSU, the event was attended by University President Dr. Victor C. Cañezo, Jr. and other university officials; while on the part of DepEd Biliran, Schools Division Superintendent Dr. Roberto N. Mangaliman and other DepEd SDO Biliran officials were present.
During the signing, Dr. Cañezo highlighted that this partnership is a concrete manifestation of the university's core mission. By extending technical expertise to the basic education sector, BiPSU is directly answering the call to be responsive to local needs—specifically the need for enhanced proficiency in fundamental subjects.
"This partnership goes beyond mere academic instruction; it is about the Weaving of worthiness into the fabric of our community," Dr. Cañezo stated. "By strengthening the core foundations of literacy and numeracy in Mathematics, Science, and English, we are strictly adhering to our mission of being responsive to the needs of our local communities, equipping our learners and teachers with the tools necessary for poverty alleviation and improving the quality of life in Biliran."
Project MES-EXCEL is a collaborative extension aimed at improving the performance of learners and the professional growth of teachers. The project recognizes that strengthening economic capacity begins with a strong foundation in literacy and numeracy.
As stipulated in the MOA, BiPSU will provide technical expertise to the partner schools in crafting, designing, developing, and evaluating instructional learning materials. The university will also ensure the correctness and accuracy of data contained in these resources.
"The DepEd Biliran Division and BiPSU both aim to contribute a series of training on literacy and numeracy education... to improve their quality of life," the agreement states, highlighting the institutions' shared advocacy for poverty alleviation and empowerment.
To ensure the project's success, the agreement outlines several key activities. It begins with the profiling and identification of potential Mathematics, English, and Science teachers who will participate in the program. This will be followed by the conduct of a series of training workshops focused on crafting, designing, developing, and evaluating instructional learning materials. Furthermore, the project mandates strict monitoring and evaluation of the implemented activities to assess their impact and sustainability.
DepEd Biliran Division, specifically with the Naval School of Fisheries identified in the signing, will serve as the "Industry Partner". They are tasked with providing the venue, identifying teacher-participants, and ensuring the cooperation of their members throughout the project phases.
The implementation of the project is led by experts from the BiPSU School of Graduate Studies. Dr. Claire Theresa S. Bentor will lead the Mathematics component, while Dr. Ernil D. Sumayao takes charge of the Science discipline, and Dr. Roland A. Niez heads the English program.
The signing was witnessed by key university officials, including Dr. Roland A. Niez, Vice-President for Research, Innovation and Extension, Dr. Maribel N. Zipagan, Vice-President for Academic Affairs, Dr. Analiza B. Calles, Dean of the School of Graduate Studies; Dr. Alvin L. Ampong, Director of the Extension Services Office; and Dr. Ruth T. Sabonsolin, SGS Extension Chairperson.
The partnership is set to remain in full force and effect until December 2027, ensuring a long-term commitment to educational development in the province.Â
