Biliran Province State University (BiPSU) recently formalized its commitment to community development through a memorandum of agreement (MOA) signed with the Local Government Unit of Naval (LGU Naval) and the Department of Interior and Local Government (DILG). The collaboration, facilitated through the School of Arts and Sciences (SAS) and School of Graduate Studies (SGS), was inked on November 20 at the President’s Office Convergence Room.

The essence of this partnership revolves around a collective effort to lend a helping hand to the 26 barangay sectors in crafting their Barangay Development Plans (BDPs). These plans will serve as a comprehensive roadmap for the next three (3) years, aligning with the vision of LGU Naval and the "Dasig Naval" initiative spearheaded by Mayor Gretchen Stephanie Espina's administration.

The inaugural phase of this project unfolded from August 21 to 23, 2023, at the Calosta Hotel in Ormoc City. This initial stage, carried out in collaboration with the Department of Education (DepEd) Biliran District, laid the groundwork for the forthcoming phases. The upcoming phase will witness technical writers from BiPSU's faculty guiding the barangay sectors through the intricacies of formal writing, further enhancing the quality and precision of their development plans.

Mayor Espina emphasized the pivotal role of the academic community as a key partner in governance. She underscored the necessity of a solid foundation, backed by specific background research and technical expertise, for the effective implementation of plans and programs.

"We cannot spend government funds without sustainability, without a clear direction," Mayor Espina asserted.

Additionally, Mayor Espina shed light on Naval's aspirations to transcend its current status as a second-class municipality, aspiring to achieve city status. She emphasized the significance of collective effort and diligent work towards this ambitious goal.

Expressing his gratitude, BiPSU President Dr. Victor C. Cañezo, Jr. welcomed the LGU's interest in collaboration. Dr. Cañezo proposed a comprehensive involvement of not only the faculty but also the students in these collaborative projects. This recommendation reflects BiPSU's commitment to engaging the next generation, fostering a hands-on and experimental learning environment for all stakeholders.
