BiPSU hosts 2024 DBM midyear APR; defends two awards

Department of Budget and Management (DBM) Region VIII held a Midyear Agency Performance Review (APR) Consultation Cum Full-Time Delivery Unit Meeting hosted by Biliran Province State University, today, August 30 at the Hyflex Audio Visual Center. 

The conduct of APR Consultation Cum Full-Time Delivery Unit Meeting aimed to review the FY 2024 Midyear Agency Performance of  Commission on Higher Education Regional Office VIII (CHEDRO VIII), Technical Education and Development Authority (TESDA VIII) and the 10 SUC’s in Region VIII, discussed the latest DBM issuances and relevant policies, and present the FY 2025 National Expenditure Program of  State Universities and Colleges (SUCs). This also includes a consultation to address issues and concerns from agencies for the improvement of performances in the subsequent reporting period.

The event brought together the representatives from the ten SUCs, Commission on Higher Education (CHED), and TESDA from Region VIII.   

In her remarks, RD Imelda C. Laceras, DBM regional director, emphasized the need for SUCs to address any performance gaps and their catch-up plans to prepare from Congressional deliberations.

"We would like to hear from the SUCs about what areas still need attention, and what your catch-up plans are,” DBM RD Laceras stated. “This is crucial to ensure that you are prepared to explain your agency's performance in Congress if called upon.”

The regional director also stressed the importance of the APR and for being ready to justify the performance of SUCs, particularly for 2023 and the first semester of 2024. 

"This is an opportunity for everyone to really look at their performance and see how they can further bolster their justification for funding in 2025 and 2026," she added.

Meanwhile, as part of the activity, 10 SUCs, TESDA and CHED had their presentations of their FY 2024 Midyear APR Report, with allotted 10 minutes time in presenting their report. 

The presentation of the FY 2024 Midyear APR report aims to provide a platform for each agency to present their performance in the first half of the fiscal year. This allows the DBM to get a comprehensive overview of how each institution is performing against their targets and objectives. 

BiPSU Team composed of Atty. Pahmi Hadji Ampaso, Chief Administrative Officer- Finance; Dr. Sheila Day Apacible- Gabuya, Supervising Administrative Office- Finance; and Engr.  Jessie Mari Cerera presented the university’s APR report.

Meanwhile, BiPSU once again received the Best APR Presentation and People’s Choice awards, successfully defending the titles it also won last year.

A series of activities was also conducted during the afternoon session. This includes inventory of 2024 BFARs submission, status of items for issuances of SARO, DBM updates, talks about fiscal year 2025 national expenditure and an open forum. 

In his closing remarks, University President and PASUC 8 President Dr. Victor C. Cañezo, Jr. expressed his gratitude to the DBM Region VIII team for their unwavering support in ensuring the agencies meet and exceed their financial, physical, and income targets.

”I want to reiterate our collective appreciation for the guidance and support of the DBM team, which has been instrumental in navigating our agencies through the challenges of the fiscal year”. Dr. Cañezo said. “Your contributions are essential in helping us achieve our goals and, ultimately, in serving our stakeholders more effectively.”

The Midyear APR Consultation and Full-Time Delivery Unit Meeting served as a valuable platform for collaboration and information sharing, ensuring that educational institutions in Region VIII are well-equipped to address challenges and continue to provide quality education to the stakeholders.
