As part of the activities marking its 17th Universityhood anniversary, Biliran Province State University inaugurated its state-of-the-art library today, October 15, unveiling a modern learning facility described as a one-of-a-kind library in the region.
Located on the second and third floors of the School of Management and Entrepreneurship (SME) Building, operating under the University’s Center for Learning Resources headed by Dr. Concepcion M. Gayrama, the facility was blessed in a ceremony attended by Dr. Maximo C. Aljibe, Commission on Higher Education (CHED) Regional Office VIII Director; Ms. Hazel D. Martinez, Department of Information and Communications Technology (DICT) Provincial Officer; Hon. Prince Carl Palconit, Student Regent; university key officials led by President Prof. Victor C. Cañezo Jr., alongside faculty members, staff, and students.

Designed to support different learning needs, the library features dedicated spaces for individual study, collaborative work, multimedia activities, and student well-being.
Its second floor houses a General Receiving Area, Circulation Counter, Discussion Room, Open Collaborative Hub, Reading Hub, Activity Loft and Wellness Corner, Common Reading Area, New Arrival Section, Reserve Section, Online Public Access Catalog (OPAC) Section, Waiting Lounge, and Periodical Section.
The third floor, meanwhile, features a Circulation Counter, Viewing and Multimedia Room, Gender and Development (GAD) Corner, WoW BiPSU Corner, Computer Hub, University Librarian’s Office, Technical Section, Conference Room, Reading Hub, Receiving Counter, Common Reading Area, New Arrival Section, OPAC Section, and Waiting Lounge.
Valued at 15-million peso, the library can accommodate up to 300 clients on each floor, allowing as many as 600 users to use the facility at a given time. Its collection comprises 8,200 resources on the second floor and 15,240 on the third, bringing its total holdings to 23,440 resources.
To support library operations and improve service delivery, the facility also utilizes the Follett Destiny Library Manager, radio-frequency identification (RFID) security gates, and digital image scanners.
“This is for everyone,” Prof. Cañezo told the students, expressing hope that the facility would make their learning experience more enriching and help them excel in their studies.
Following the library’s inauguration, the University also formally opened eight specialized laboratories intended to strengthen practical learning and instruction across its academic programs.

Under the School of Technology and Computer Studies (STCS), the Computer Graphics and Video Editing Laboratory, Data Science Laboratory, and AutoCAD Laboratory were launched. The School of Engineering (SOE) instituted its Embedded Robotics Laboratory, the School of Arts and Sciences (SAS) its Econometric Laboratory, and the School of Criminal Justice Education (SCJE) its Forensic Computer Laboratory.
These new laboratories provide discipline-specific learning environments where students can apply concepts discussed in class through practical activities, technical exercises, and project-based learning. From graphic design, video editing, and data analysis to robotics, econometrics, and digital forensics, the facilities are intended to help learners develop competencies relevant to their respective fields.
Deans and students expressed pride and appreciation for the new facilities, recognizing their potential to enrich instruction and provide more opportunities for hands-on learning.
Moreover, the laboratories are expected to support faculty members in delivering specialized lessons while allowing students to gain practical experience using resources aligned with their academic disciplines.
Said inauguration of the library and laboratories draws another step in BiPSU’s continuing efforts to improve its learning environment and provide students with access to modern educational resources.
The University reinforces its commitment to quality education and to preparing graduates with the knowledge and practical skills needed to meet evolving professional and societal demands through combining an expanded library collection, technology-assisted services, collaborative learning spaces, and specialized laboratories.
