Taking a proactive stance on institutional preparedness, Biliran Province State University (BiPSU), through the initiative of the Human Resource Management Office (HRMO), successfully conducted a comprehensive Lecture Program and Field Demonstration on Safety and Security on December 3, 2025.
The event, held in strict coordination with the Biliran Provincial Explosive Ordnance Disposal (EOD) and Canine Unit, was designed to heighten situational awareness among university personnel and establish robust protocols for handling potential security threats within the campus.
Vice President for Administration and Finance, Prof. Vivencio A. Pelesco, opened the activity by setting the tone for the day. In his message, Prof. Pelesco emphasized that the administration views security not merely as a compliance requirement but as a fundamental pillar of the university's operations. He stressed that a safe learning environment is a prerequisite for academic excellence and administrative efficiency.
University President Dr. Victor C. Canezo, Jr. threw his full support behind the initiative, linking the security measures to the university’s broader service philosophy.
"The safety of our students and workforce is paramount. We cannot claim to offer quality education if our grounds are not secure. We must remain vigilant and prepared at all times as we continue our weaving of worthiness in providing excellent and secure service to the community," Dr. Canezo stated in a message conveyed to the attendees.
The technical sessions were led by PMSg. Mark Regie Bello, Team Leader of the Biliran Provincial EOD/Canine Unit. During the lecture proper, PMSg. Bello guided the faculty, staff, and university security personnel through the intricacies of threat identification. Topics included the recognition of Improvised Explosive Devices (IEDs), proper procedures for bomb threat management, and the standard operating procedures for reporting suspicious packages left in high-traffic areas.
The program culminated in a field demonstration that served as the highlight of the event. The EOD/Canine Unit showcased the capabilities of their K9 assets, demonstrating how trained working dogs detect explosives and illicit substances. The simulation allowed BiPSU personnel to witness firsthand the precision of the EOD team’s response protocols, bridging the gap between theoretical knowledge and practical application.
The HRMO noted that this training is part of a series of capacity-building activities aimed at ensuring the entire BiPSU community remains resilient and responsive to any safety challenges.
