Biliran Province State University (BiPSU) has signed a Memorandum of Agreement (MOA) with the Biliran Provincial Local Government Unit (PLGU) and the Department of Interior and Local Government - Biliran (DILG -Biliran) to enhance the capabilities of Barangay Violence Against Women and Children (BVAWC) desk officers and capacitate barangay police enforcers through capacity building initiatives. The MOA signing ceremony took place last April 5 at the Office of the President Convergence Room.
In attendance were Dr. Victor C. Cañezo, Jr., BiPSU President, Hon. Gerard Roger Espina, Biliran Provincial Governor, and Mr. Jesus P. Naquilla, DILG Director. Witnesses included Ms. Carolina Ampong, DILG-OIC Cluster Head; Ms. Lissa Bermillo, PSWDO, DILG Provincial Director, Mr. Ryan Duran, BS Crim Chairperson, Ms. Daiselyn Palconit, SCJE Extension Chairperson, and representing the PNP Provincial Director, PCOL. Felix Gervacio Jr., is PLT. Lynn C. Conge and PEMS Nena Delima.
One project aims to strengthen the role of BVAWC desk officers by organizing capability enhancement programs and projects in collaboration with local government units (LGUs), state colleges and universities (SUCs), and other relevant organizations.
Additionally, another project aims to enhance the peace and order capabilities of barangay tanods through the Barangay Tanod Skills Enhancement Project (BaTSEP), focusing on capacitating barangay police to improve security, peace, and order in their respective communities.
The implementation of the BVAWC project is scheduled for April 17 at the BiPSU Gym, targeting barangay captains, sangguniang barangay members, and barangay secretaries within the province. Concurrently, deliberations are ongoing regarding the execution of the BaTSEP project. BiPSU will oversee the project, provide logistical support and venue, and document the proceedings with the assistance of the School of Criminal Justice Education (SCJE).
