BiPSU Tech Delegation Set to Conquer Global IT Landscape in Vietnam Immersion Program

Biliran Province State University (BiPSU) is poised to elevate its academic and professional standards as the School of Technology and Computer Studies (STCS) prepares to send a specialized delegation for an international immersion program in Danang City, Vietnam. Scheduled from March 2 to March 15, 2026, the program will be hosted by the University of Danang’s Software Development Centre. To ensure the participants are fully equipped for this global engagement, the university conducted a comprehensive Pre-Departure Orientation Seminar (PDOS) on January 29, 2026, at the University Hyflex Audio-Visual Center.

The delegation is spearheaded by a team of experienced academic leaders who will provide strategic oversight and institutional representation throughout the journey. Dr. Chona B. Sabinay, the Dean of STCS, serves as the head of the delegation, providing overall academic leadership and ensuring the immersion aligns with both university goals and Commission on Higher Education (CHED) standards. She is joined by Dr. Reymon M. Santiañez, the BSCS Program OJT Coordinator and Head of System Development and Automation, who will oversee professional activities to ensure they align with Outcomes-Based Education standards. Also part of the leadership team is Mr. Reynold G. Bustillo, the Chairperson of the BSCS Program and BSIS Program OJT Coordinator, who is responsible for evaluating learning outcomes and instructional enhancements based on international best practices.

A total of 13 students were selected for this prestigious opportunity to gain hands-on exposure to international software development practices. The student-delegates from the Bachelor of Science in Computer Science program include Gallagher G. Boragay, Ella Mariz A. Astillo, Marjon C. Vera, Javer Domaraya, Rob Amber A. Dela Cruz, Kian Carl A. Gutierrez, Julian Mari G. Laude, Gilland Gilter S. Sabile, Althea V. Gavilo, and Juvelyn B. Lepiten. They are joined by Bachelor of Science in Information Systems students Nelgyn E. Lagariza, Jan May-en A. Liao, and Mike Vincent G. Arpon.

Ms. Chiejheaca Jehanna Yu, the Director of the Internationalization Affairs Office, provided a comprehensive directive that underscored the safety and security of the students as the university's paramount concern. She expounded on the necessity of logistical precision, mandating that all pertinent travel documents be fully secured and prepared well in advance of the flight schedule to ensure efficient, stress-free outbound and inbound travel. Dir. Yu emphasized a strict code of conduct, advising students to be prudent with their belongings, maintain constant communication with faculty and parents, and exercise cultural tolerance and respect regarding cross-cultural practices and social media postings. Her message further detailed the importance of following a careful plan of action—including mobility, flight details, and planned itineraries—while reminding the participants of their essential post-immersion requirements and arrival activities.
