CHED officials visit BiPSU for equipment turnover and lab inspection

In support of modernized learning and improved academic facilities, the Commission on Higher Education (CHED), through its Higher Education Development Fund Staff (HEDFS), conducted a visit to Biliran Province State University (BiPSU) today, May 2, to inspect, tag, and formally turn over various equipment procured under CHED-funded projects.

The visit specifically covered two major CHED-funded projects: the upgrading of the Simulation and Skills Laboratory for the Nursing program and the enhancement of the SCADA Power Generation Laboratory for Electrical Engineering instruction. Both projects are part of CHED’s effort to support the state-of-the-art education in higher education institutions (HEIs) nationwide.

This activity aligns with Section 17 of the Government Accounting Manual (GAM), which requires that property, plant, and equipment (PPE) provided through government grants be properly monitored, transferred, and recorded. As part of this process, a Property Transfer Report (PTR) will be issued to formally document the equipment’s transfer of ownership to BiPSU.

In an interview, Engr. Vivencio A. Pelesco, vice president for Administration and Fnance and dean of the School of Engineering (SOE), explained that the activity not only allowed BiPSU to engage with CHED Central Office representatives but also provided an opportunity to discuss upcoming proposals aimed at improving the university's instructional laboratory facilities.

"This activity allows our university, BiPSU, to discuss with CHEDCO representatives future projects that we will propose and submit to CHED HEDF to enhance the instructional laboratory facilities," he said.

University President Dr. Victor C. Cañezo, Jr expressed his gratitude to CHED for the impact of this initiative. “We thank CHED for its continued support in improving our academic facilities. Through this project, it will enhance our capacity to provide hands- on and relevant training to our students, especially high- demand fields like Nursing and Engineering,” he said. 

Moreover, the delegation was composed of  Carolyn M. Patayan, Project Evaluation Officer III; Nica B. Duran, Project Technical Staff II; Patrick James M. Arao, Project Technical Staff I; andChristian Mark R. Carreon, Project Support Staff V—all from CHEDCO—as well as Ms. Ma. Cristina Sheryl G. Culaban, Administrative Assistant III and Property Custodian from CHEDRO VIII.
