Biliran Province State University (BiPSU) marked a momentous occasion on August 11, 2023, as it unveiled its smart campus free Wi-Fi project under the visionary leadership of University President Dr. Victor C. Caňezo, Jr. The launch, which coincided with the university president's first 100 days in office, demonstrates BiPSU's commitment to digital innovation and accessibility for its academic community.
The successful launch of the smart campus free Wi-Fi was made possible through the dedicated efforts of the Management Information System (MIS) team led by Dr. Homer Ampong, MIS Director, along with other stakeholders and partners of the university. The groundbreaking event took place at the Technology building's grounds, setting the stage for BiPSU's transformation into a smart university.
The Wi-Fi system spans four designated areas, each serving as a hotspot for students' connectivity needs. These locations include the School of Management and Entrepreneurship (SME) building, the Tennis court, the Automotive building walkshed, and the Andaya building.
To ensure equitable access and efficient usage, Dr. Caňezo emphasized, "Each device will have an allocation of one (1) gigabyte (GB) per day, limited to 12 hours of usage." He further revealed that this initial roll-out is part of an ongoing effort to expand coverage, with plans to achieve full campus-wide connectivity by the university's upcoming founding anniversary.
The establishment of the smart campus free Wi-Fi signifies BiPSU's commitment to bridging the global digital divide for all members of its academic community—students, teaching personnel, and administrative staff. President Caňezo acknowledged the challenges faced during the journey toward this achievement, stating, "Despite these challenges, our determination to breach the digital gap for our students, teaching and non-teaching personnel has brought us to this significant moment."
President Caňezo also shared the university's aspirations for enhanced connectivity beyond the traditional wired infrastructure. He explained, "Aside from the wired internet, the university is also working on the procurement of the satellite network, Starlink." Despite initial setbacks in supplier coordination, BiPSU remains firm in securing satellite network access to complement its wired infrastructure.
The significance of the Wi-Fi launch is amplified by its timing—occurring within President Canezo's first 100 days in office. Reflecting on the journey, he noted, "As I promised in my first 100 days, and we are still on my first 100 days, but you cannot just imagine the hard work we spent on this, especially the people behind this realization of the smart campus Wi-Fi."
