On September 28, 2023, the Biliran Province State University (BiPSU) community, under the leadership of President Dr. Victor C. Cañezo, Jr., came together in a solemn display of devotion to the Blessed Virgin Mary, in the appearance of the Birhen Del Rosario. This event included a prayer vigil and a procession on the university grounds.

The revered statue of Birhen Del Rosario embarked on a journey through the university, making its way to every office before concluding its procession at the Office of the President. This sacred journey unfolded from 3:30 to 5:00 p.m., allowing members of the BiPSU community to partake in a period of adoration, prayer, and meditation, lasting approximately 30 minutes at each office.

Mrs. Jocelyn Caing, University Guidance Counselor, shared her perspective during an interview, stating, “Our university is privileged to be one of the esteemed locations visited by Our Lady of Our Most Holy Rosary in the lead-up to the Naval Cathedral’s fiesta celebration.”

Furthermore, Mrs. Caing underlined President Cañezo’s devout commitment to the Blessed Virgin Mary. He welcomes Her annually, expressing gratitude for the blessings that the university has received throughout his presidency.

The BiPSU community looks forward to this year's Naval Town and Religious Fiesta on October 7. This event will reaffirm the university's devotion to Birhen Del Rosario and the moral principles that guide its academic journey.
