‘Weaving BiPSU with the World’: BiPSU seals pact with Bangladesh’s CCN UST

Biliran Province State University (BiPSU) solidified its internationalization efforts on December 1, 2025 by signing a Memorandum of Understanding (MoU) via a virtual ceremony with CCN University of Science and Technology (CCN UST) in Bangladesh.

The agreement aims to intensify cooperative relations between the two institutions, fostering academic and cultural interchanges through mutual assistance in education, research, and technology.

Leading the BiPSU delegation during the virtual rites was University President Prof. Victor C. Cañezo, Jr., EdD, CHRP, joined by Vice President for Academic Affairs Dr. Maribel N. Zipagan and International Affairs Director Chiejheaca Jehanna G. Yu.

In his statement, Dr. Cañezo highlighted the strategic importance of the partnership, emphasizing the university's commitment to global integration.

“This agreement is a testament to our enduring commitment to the ‘weaving of worthiness.’ By ‘weaving BiPSU with the world and the world with BiPSU,’ we are breaking barriers and creating boundless opportunities for our academic community to thrive on an international stage,” Dr. Cañezo stated.

Representing CCN-UST Bangladesh were Founder and Chairman Dr. Md. Tariqul Islam Chowdhury and Department of English Chair Monir Hossen, alongside other key officials from the partner university .

Under this five-year partnership, the two universities commit to collaborating on several strategic fronts to support their shared goals. They will implement joint research projects that leverage their combined expertise, including collaborative grant applications and industry consulting opportunities. To promote cross-cultural learning, the agreement facilitates exchanges for students, faculty, and staff, alongside the organization of interdisciplinary seminars, workshops, and conferences.

Furthermore, the cooperation extends to curriculum development, specifically the creation of educational programs that integrate multiple disciplines, the establishment of pathway or double degree programs, and the joint supervision of Ph.D. theses defined by local regulatory rules.

To ensure the effective execution of these programs, a joint working group comprising representatives from both parties will be formed to review and monitor progress every six months. Both institutions affirmed that participation in these initiatives will be selected based on merit and without discrimination regarding race, national origin, religion, age, gender, or marital status.
