Aimed at uniting the student body for the 52nd Founding Celebration, Biliran Province State University (BiPSU), through the Federation of Supreme Student Councils (FSSC), spearheaded this year’s Students’ Day on August 31 at the university grounds.

As an avenue for meaningful engagement, celebration, and leadership development, a series of activities were held, including the Oath Taking of student leaders and the Organizational Booth Caravan.

In his opening message, University President Dr. Victor C. Cañezo, Jr. highlighted the importance of active student participation in reaching institutional milestones.

“BiPSU, from its ancestral existence, has come this far and long. It wouldn’t have been possible without the valuable involvement and contributions of our students,” he stated.

Moreover, he encouraged the student body to partake in the university’s vision of becoming an internationally recognized institution responsive to the needs of local and global communities.

“As we weave BiPSU into the world and the world into BiPSU, I urge BiPSUnistas to advance in research and innovation, exemplifying our core values,” he added.

Dr. Cañezo also announced the imminent opening of a technology hub where students can foster their innovative minds to develop more inventions.

Additionally, sets of classroom officers, Supreme Student Council (SSC) members, and FSSC leaders took their oaths of service, with the university president administering the ceremony.

Student-led organizational booths from the different schools were also displayed in the afternoon session, followed by a music jam session that provided entertainment and relaxation.

Students were likewise given the opportunity to closely engage with their leaders during the event’s general assembly, where the accomplishments of SSCs from across the university were presented.

Afterward, the FSSC introduced its vision, mission, core values, and new logo, reinforcing its commitment to enhancing student life and addressing the needs of the BiPSU community.

“I want you to understand that these interactions between the students and those seated in the governing body can lead to meaningful preparations and solutions to some of the concerns you might be raising,” said Hon. Aluah Kane Cabalhin, BiPSU-FSSC president.

In line with the university’s 52nd Founding Anniversary celebrations, Biliran Province State University, through the Sports Athletic Services Office, organized an invitational and employee sports tournament on August 30.

These sports events aimed to strengthen the team dynamics and chemistry of the BiPSU Tigers in preparation for SCUAA 2024, provide faculty and staff with a stress-relieving and enjoyable competition, and showcase the talents of participating students.

In her opening message, Engr. Carmel Docallos, Sports Director, emphasized the essence of unity and camaraderie through sports.

“Let us remember that it is not just about winning or losing, but about the values we embody: teamwork, fair play, perseverance, and the pursuit of excellence,” said Engr. Docallos.

Sporting activities featured an invitational basketball game held at the university gymnasium; volleyball at the sports center; and softball and baseball tournaments at the university oval grounds. Meanwhile, faculty and employees participated in basketball and volleyball tournaments at the same venues.

The Invitational Tournament highlighted the fierce competition among teams, creating an electrifying atmosphere on and off the court. In the basketball showdown, Khalifa Team claimed victory against the BiPSU Tigers in a nail-biting match.

The excitement continued in softball, where Merida Faith Defenders from Leyte triumphed over the BiPSU Tigers, showcasing their remarkable skills on the field, while the BiPSU Tigers were hailed as champions over Naval Legend in a thrilling baseball match.

Furthermore, the BiPSU Tigers emerged victorious against Chelsea Mae Team from Tacloban, celebrating a hard-fought win that demonstrated their dedication and teamwork. However, in the women’s volleyball final, Team Titans, composed of BiPSU alumni, dominated the court, overcoming the BiPSU Tigers in a match filled with intense rallies and incredible teamwork.

Meanwhile, in the faculty and employees category, Admin 1 from the main campus shone brightly as they took home the championship title in basketball, while Faculty 1 from the main campus and Admin Biliran Campus secured second and third places, respectively. The volleyball matches were equally competitive, with Admin from the main campus claiming the top spot, followed closely by Faculty-Main Campus and BiPSU-Biliran Campus, who took home second and third places.

In an interview, Mr. Kent Refuerzo, coach of Team Tacloban Khalifa, expressed his gratitude for the opportunity to showcase their athletic skills at BiPSU.

“It’s truly an honor winning here at BiPSU, especially since we came from Tacloban. We’re grateful to the BiPSU Tigers for giving us a friendly competition,” said Refuerzo.

Moreover, Season 3 of the Inter-School Men’s Basketball, Men’s and Women’s Volleyball, and Third World Dance-Sports Tournament will kick off on September 25, with games happening every Wednesday until the grand championship on February 12, 2025.

Beneath the vast expanse of sky where golden fields stretch out like a quilt, a child stands, in the heart of the farm. Above, an airplane weaves its metallic dance, humming secrets to the wind. The child tilts his head, imagining himself aboard those silver birds. A passenger of dreams, soaring toward distant lands. He marvels at where they are going. And then, as if the universe conspires to delight him, a ship emerges from the earth itself. Its salt-kissed hull rises from the waves, which lights flicker like constellations: ruby red, sapphire blue, amber like the sinking sun. Here, where earth meets sky and sea meets land, he knows that magic exists, in the ordinary and extraordinary. He learns that wonder knows no bounds. And as day turns to dusk, he whispers to the wind: “Fly, silver birds, sail, ancient ships—carry my dreams with you.”

“Uy, Ernesto, mata na! Manguli na.” [Hey Ernesto, wake up. It's time to go home.] His alarm clock, voiced by his instructor and classmates, has rang. Finally, his day will come to an end.

In the spotlight’s embrace, an alumnus returns, adorned in wisdom’s attire. With each note, he weaves dreams, igniting flames in young hearts, through his song 'I Am A Teacher'.

Three versions of reality. A version that exists before the agony, during the torment, and after the woes of his life. Inasmuch as, we are all a piece of memory we make.

Ernesto Serdena Pamolarco, Jr. - a name inked in school records of Naval Institute of Technology (NIT), now Biliran Province State University (BiPSU), as a student from June 1983 to March 1989. He graduated with a Bachelor's degree in Education majoring in English and minoring in Mathematics. Three decades after, he now sits as the President of United Federation of the Filipino-American Educators in America (UNIFFIED) Queens Chapter, the Founder/CEO of Educational Services and Placement Agency (ESPA) in the USA, and concurrently works as an independent Special Education Teacher Support Services (SETSS) provider / special education teacher in the New York City Department of Education. Moreover, he is a Master of Arts in Education with a focus on Educational Administration; a Master of Science in Education with a major in Special Education, Early Childhood, and General Education (K-12); and a Doctor of Philosophy in Education with a specialization in English Language Education. He was awarded as an Outstanding Educator and Community Leader from prestigious public and private organizations in the Philippines and in New York. Also, he has chaired the Youth Success Global Foundation, Inc., a nonprofit organization dedicated to children with learning disabilities.

Breathtakingly wondrous. Bet no minds could think this is what the pedicab driver working student has become. Yes, Ernesto, also known as Toto, did trample a pedicab to support his education back then. But, why?

Shattered Innocence

Born on 9th of March 1966, Ernesto joined six siblings in a household fostered by Ernesto Pamolarco, Sr. and Pacita Serdena in Jubay, Calubian, Leyte, where love and resilience flourished, despite the financial constraints that shadowed their days.

Ernesto recounted his family's struggle with poverty, vividly describing how his mother would carefully divide a meager fish among the seven children, reserving the soup for herself and his father. “Often, our meals consisted of root crops and corn, as rice was a luxury we could rarely afford,” he shared. “There were times when salt was our only viand, and even then, we were grateful for the simple pleasure of eating rice.”

His parents were unable to send all six of his siblings to school. To alleviate their burden, his siblings sought employment as house helpers in bustling cities like Cebu and Manila, sending their earnings back home to Jubay to support the family.

The tranquility of Ernesto's childhood on the farm, gazing up at planes and ships from the serene shores of Higatangan Island, was a stark contrast to the hardships that awaited him.

His life took a tragic turn when his father was brutally murdered during a barangay fiesta in 1976. The family's subsequent downward spiral deepened when his mother remarried a cruel and abusive stepfather. To escape his torment, Ernesto began sleeping away from home, finding refuge with friends or even on the beach. He engaged in harmful behaviors, such as gambling and drinking, which ultimately hindered him from becoming the class valedictorian in elementary.

At thirteen, he left his hometown with his aunt, embarking on a perilous journey to Manila in search of opportunities. To evade paying fare, he was put under the cot. Arriving in the bustling metropolis, he worked as a dishwasher in a Chinese restaurant, earning a meager monthly wage of ₱150. He also  sold plastic wrappers, walking tirelessly from Monumento to Malabon and Navotas. As Toto saved money, he began to envision a brighter future for himself and his family. His dreams of a high school education, once distant and elusive, now seemed within reach.

Pedals to Progress

In the quietude of June 1983, Toto returned to his hometown after a four-year stay in Manila. His footsteps led him to the hallowed halls of the Naval Institute of Technology as a first year high school student despite being 17 years old already.

The Philippine Education Placement Test (PEPT) became Toto's bridge—a swift passage from the past to the future. In April 1985, he sat for this acceleration test, a ticket to the National College Entrance Examination (NCEE). With unwavering resolve, he conquered both assessments, earning his place in NIT's hallowed halls once more. This time, it was the Bachelor of Science in Education (BSE) program that beckoned, its evening classes accommodating his daytime labor.

Ernesto's college life unfolded against a backdrop of relentless toil. He recalled a ride on his pedaled tricycle, carrying two hefty passengers across kilometers from the town center going to the provincial capitol. His knees trembled, but the ₱2 fare was more than currency—it was resilience personified.

By day before his classes, he donned various guises aside from being a pedicab driver: a houseboy, baker, karaoke bar operator, and etc. Each role was a stepping stone, a means to an end—the pursuit of knowledge. His nights were spent poring over textbooks, the lamplight casting shadows on his determined face. The mantra etched in his mind echoed: “Eight years as a working student is a worthy sacrifice, far better than a lifetime of unfulfilled dreams.”

Ernesto's exhaustion from his day job often led him to doze off during class, and he could be seen at the back of the room leaning against his backpack. His instructors and classmates would gently nudge him awake when it was time to participate or leave.

Moreover, he actively participated in various school-based organizations. As an Associate Editor of The Pillar Publication, the official college publication, he honed his journalistic and editorial skills. In addition, he served as an elected representative during his first year, advocating for medical and dental services for evening class students. His commitment extended to the Supreme Student Government, where he held the position of vice-president for the Tingog sa Kabataan Party. Beyond campus, he was an engaged member of the Naval Charismatic Youth Movement, alongside his classmate and now parish priest, Fr. Cornelio Amante, Jr. Also, his talents shone in oratorical, singing and debate contests. His academic journey culminated in his graduation on March 21, 1989, with the distinction "Modest User in English."

He had done it. He succeeded and achieved his education. Against all odds.

Life After NIT

Ernesto's teaching career began in June 1990 at Quiapo Parochial School, where he faced the challenge of overcoming his Visayan accent. Despite initial difficulties, his dedication and perseverance allowed him to excel in teaching English grammar, journalism, and literature. His innovative approach inspired students to create original plays and stories based on their favorite songs.

In June 1992, he joined the Bagong Barrio National High School, an annex school of Caloocan High School. He played a pivotal role in its development, becoming the first school paper adviser having founded “The Villager”, the school’s official publication in English. He also composed the school’s official hymn, and mentored students for various competitions, including essay writing and journalism contests.

His commitment to education was recognized in July 1996 when he was promoted to Master Teacher position. He continued to excel in his role at Caloocan High School, where he taught English and Journalism subjects. As the adviser of "The Voice," he led the school paper and his staff writers won awards in the division, regional and national schools press conferences. students to numerous awards at local, regional, and national levels.

In March 2001, Ernesto completed his Master's degree in Education at the Philippine Normal University, Manila. After a year, he was honored with the Teodoro Valencia Award in the field of journalism and the Most Outstanding Teacher in Caloocan City sponsored by the Rotary Club of Sampaguita International Inc. His exceptional performance led to his appointment as Education Supervisor for Guidance, Research, and Evaluation/Information and Technology at the Division of City Schools, Caloocan City from August 25, 2003 to May 15, 2005.

As an education supervisor, he contributed significantly to the division's operations, overseeing various programs and initiatives. He also continued to pursue professional development, earning scholarships to study abroad and in the country. He received the Multimedia Production for Education from January 8 to April 25, 2003 in Okinawa International Centre in Okinawa, Japan; a scholarship on Specialist Certificate in the Teaching of English on February 8 to 27, 1999 in SEAMEO-RELC Singapore; and a Master of Arts in Values Education in June 1999 to March 2001 in the University of Asia and the Pacific in Pasig City.

Beyond his official duties, Ernesto supplemented his income by teaching part-time at various colleges and universities and working in private companies. His dedication to education and his unwavering commitment to his students and community have made him a respected figure in the field.

A Passenger of Dreams Going Global

His dream, a seed sown in quiet soil, now sprouts toward the sun’s embrace.

Ernesto's lifelong vision of traveling around the world, exploring new places, experiencing different cultures and perspectives began to take shape in May 2005 when he embarked on a three-week trip, combining a conference at Michigan State University with sightseeing. Recognizing the opportunity, he reached out to his uncle in North Carolina, Dr. Uldarico Datiles, who advised him to request from the United States Citizenship and Immigration Services (USCIS) for an extension of his stay which was granted for another six months.

While in the United States, he reconnected with an old acquaintance, Mrs. Irene Espiritu, who lived in New York. Inspired by her, he set his sights on pursuing further education in the city. With the help of Professor Lorli Dima-ala, Deputy Chair of the Department of Education and Psychology (Graduate Division) of Touro College, he successfully transitioned from a tourist visa to a student visa.

Financial constraints limited Ernesto's enrollment at Touro College, but his determination and a fortunate job offer in a physical therapy clinic provided the necessary support. He was back to balancing studies and work, even took a dishwasher job, all for his quest on international education. Not putting it into a waste, his perseverance allowed him to complete his Master's degree in Early Childhood and Special Education in June 2010. 

A year later, Ernesto became a certified teacher in New York after passing the Liberal Arts and Science Test, Assessment of Teaching Skills and the Multi Subjects taken in New York State. He pursued a career as a Pre-School and Special Education Teacher. His commitment to the Filipino community led him to volunteer at Paaralan sa Konsulado, a joint project of the Association of Filipino Teachers in America and the Philippine Consulate Office.

Since then, he has been earnest in reaching greater heights—higher than he had sat in planes.

“Education is a lifeline amid the damaging ripple effects of my early journey,” Dr. Pamolarco affirmed. “Education, even when scarce, can illuminate the darkest corners of our existence. Look, I was able to see how education can turn someone’s life around.”

As he made it in the global classroom, he also ensures to make a difference and influence to his students, channeling the power of learning.

“I had the privilege of teaching a young American student with special needs. During our initial meetings, his emotional state was quite fragile. However, by building a connection with him, I was able to encourage him to express himself through writing. To my surprise, his essay reflected a maturity and depth reminiscent of Mitch Albom's Tuesdays with Morrie! Discovering his hidden talent was immensely rewarding. The student's mother, a doctor, expressed her gratitude for helping her son unlock his potential. Now, the student is already an author himself. It was a profound reminder of the transformative power of education and the importance of fostering a supportive learning environment," Dr. Pamolarco shared.

For Ernesto, teaching wasn't a choice; it was a calling. He believes it was destiny, not a decision. Hence, he made a life of teaching, that changes lives.

Footprints Returned

Making a comeback in the institution that has been his home for learning, cultivating camaraderie and overcoming obstacles, Dr. Pamolarco, a few moons ago, graced the Design Thinking Activity conducted by Fundacion Hakuna in partnership with BiPSU. He shared his wisdom through his self-made inspiring song 'I Am A Teacher', which music resonates with aspiring educators, igniting their dreams and passions.

Indeed, he has advanced greatly and has come a long way from trampling his pedicab in college. From napping in classes out of exhaustion, to speaking and singing on stage to uplift young dreamers.

Ernesto wouldn't forget to look back on his roots with overflowing gratitude in his heart for the NIT’s contribution to his current success.

“My affiliation with Biliran Province State University has been instrumental in my victory. It offered me opportunities for growth, mentorship, and a strong foundation in education that has shaped my entire career. It made me who I am today,” he stated.

Moreover, he acknowledged how the institution has evolved like how its graduates flourished.

“Once a relatively unknown island, Biliran has now gained international recognition, in one way or another, due to the prominence of BiPSU,” he added.

Further, Dr. Pamolarco stressed out that it is not the school that can make the students popular. Rather, it is the students who can make the school well known. Wherein, he encouraged students and alumni to keep striving for excellence and be a living inspiration to humankind.

An international alumnus himself, rising from the crucible of hardship. A child of toil, his days were long and hard. Through the tempest of life, he found his way, from poverty's grasp to a brighter day. As a working student, he faced trials untold; but his determination, a story to unfold. With every challenge, his spirit grew stronger, his resolve unwavering, through rain or thunder. He pursued his dreams, with unwavering might. He crossed borders, a world traveler's quest, leaving behind the pain, finding his best. A testament to resilience, his journey a triumph, carving a lasting trace.

Department of Budget and Management (DBM) Region VIII held a Midyear Agency Performance Review (APR) Consultation Cum Full-Time Delivery Unit Meeting hosted by Biliran Province State University, today, August 30 at the Hyflex Audio Visual Center. 

The conduct of APR Consultation Cum Full-Time Delivery Unit Meeting aimed to review the FY 2024 Midyear Agency Performance of  Commission on Higher Education Regional Office VIII (CHEDRO VIII), Technical Education and Development Authority (TESDA VIII) and the 10 SUC’s in Region VIII, discussed the latest DBM issuances and relevant policies, and present the FY 2025 National Expenditure Program of  State Universities and Colleges (SUCs). This also includes a consultation to address issues and concerns from agencies for the improvement of performances in the subsequent reporting period.

The event brought together the representatives from the ten SUCs, Commission on Higher Education (CHED), and TESDA from Region VIII.   

In her remarks, RD Imelda C. Laceras, DBM regional director, emphasized the need for SUCs to address any performance gaps and their catch-up plans to prepare from Congressional deliberations.

"We would like to hear from the SUCs about what areas still need attention, and what your catch-up plans are,” DBM RD Laceras stated. “This is crucial to ensure that you are prepared to explain your agency's performance in Congress if called upon.”

The regional director also stressed the importance of the APR and for being ready to justify the performance of SUCs, particularly for 2023 and the first semester of 2024. 

"This is an opportunity for everyone to really look at their performance and see how they can further bolster their justification for funding in 2025 and 2026," she added.

Meanwhile, as part of the activity, 10 SUCs, TESDA and CHED had their presentations of their FY 2024 Midyear APR Report, with allotted 10 minutes time in presenting their report. 

The presentation of the FY 2024 Midyear APR report aims to provide a platform for each agency to present their performance in the first half of the fiscal year. This allows the DBM to get a comprehensive overview of how each institution is performing against their targets and objectives. 

BiPSU Team composed of Atty. Pahmi Hadji Ampaso, Chief Administrative Officer- Finance; Dr. Sheila Day Apacible- Gabuya, Supervising Administrative Office- Finance; and Engr.  Jessie Mari Cerera presented the university’s APR report.

Meanwhile, BiPSU once again received the Best APR Presentation and People’s Choice awards, successfully defending the titles it also won last year.

A series of activities was also conducted during the afternoon session. This includes inventory of 2024 BFARs submission, status of items for issuances of SARO, DBM updates, talks about fiscal year 2025 national expenditure and an open forum. 

In his closing remarks, University President and PASUC 8 President Dr. Victor C. Cañezo, Jr. expressed his gratitude to the DBM Region VIII team for their unwavering support in ensuring the agencies meet and exceed their financial, physical, and income targets.

”I want to reiterate our collective appreciation for the guidance and support of the DBM team, which has been instrumental in navigating our agencies through the challenges of the fiscal year”. Dr. Cañezo said. “Your contributions are essential in helping us achieve our goals and, ultimately, in serving our stakeholders more effectively.”

The Midyear APR Consultation and Full-Time Delivery Unit Meeting served as a valuable platform for collaboration and information sharing, ensuring that educational institutions in Region VIII are well-equipped to address challenges and continue to provide quality education to the stakeholders.

The stars aligned for a prestigious night as Mr. Chester Ken Delima from the School of Nursing and Health Sciences (SNHS) and Ms. Kyla Moneque Juntilla from the School of Teacher Education (STEd) were crowned this year’s Mr. and Ms. BiPSU.

With a jam-packed crowd cheering for the crown hopefuls, Mr. Delima and Ms. Juntilla won the favor of the judges, securing the most coveted titles for their schools and besting the other 16 candidates.

This year’s Mr. and Ms. BiPSU pageant featured two major events: the Preliminary Competitions held on August 28, where candidates participated in a nerve-wracking question-and-answer series, a school uniform portion, and a grand production number; and the Coronation Night, where the 16 hopefuls competed in various categories, including Regional Attire, Swimwear, and Barong Tagalog and Filipiniana competitions.

Defining moment

This year’s pageant marked a significant turning point as both winners brought the crowns home to their schools after years of waiting. SNHS’s Mr. Chester Ken Delima, a first-year Bachelor of Science in Nursing (BSN) student, ended the nursing department’s winning drought, bringing home the first-ever Mr. BiPSU crown for SNHS. His victory also ended the School of Engineering’s (SOE) three-year streak of consecutive wins.

Meanwhile, STEd’s standout, Ms. Kyla Moneque Juntilla, a 19-year-old Bachelor of Secondary Education (BSEd) student, brought the crown back to the teachers' school after an eight-year wait. As the daughter of Mr. BiPSU 2005, Jesus Villaruel, Ms. Juntilla proved that beauty pageant success runs in the family.

Both Mr. Delima and Ms. Juntilla showcased how a perfect physique can be complemented by charm, each securing three special and minor awards. Mr. Delima captivated the audience throughout the pageant, winning Best in Uniform, Best in Swimwear, and Best in Barong Tagalog. Ms. Juntilla, embodying boldness and grace, won Best in Production and Best in School Uniform, along with the sponsored Ms. Jusa's Healthy Body special award.

The Next Royal Step

The newly crowned Mr. and Ms. BiPSU 2024 are set to represent the university in the Search for Mr. and Ms. SCUAA VIII 2024 in December. 

When asked about his preparations for the upcoming SCUAA pageant, Mr. BiPSU 2024 mentioned that his preparation will be multifaceted, focusing on both personal growth and his advocacy.

“Maybe I will prioritize my health by maintaining a balanced diet and engaging in rigorous training to address my weaknesses,” he said. “I think this will not only enhance my physical well-being but also bolster my mental clarity and resilience.”

Meanwhile, Ms. BiPSU 2024, who was also crowned Bb. Lubi-lubi Festival Queen 2022, expressed confidence in joining the region’s biggest beauty and brains competition. “To get ready to represent BiPSU in SCUAA, I will work on staying physically fit, improving my skills, and staying mentally strong,” the beauty queen said. “I will make sure to show pride in BiPSU in everything I do.”

Additionally, according to the Vice President for Student and External Affairs and head of the pageant committee Dr. Erwin G. Salvatierra, the reigning Mr. and Ms. BiPSU will also have the opportunity to represent the university in potential exchange student programs abroad.

Runners-Up and Awardees

Almost snatching the crowns are the pageant’s 1st Runners-Up, Mr. Chazonne Kim M. Almazon from STEd and Ms. Alexis Mari Mananes from SNHS. Ms. Mananes also won Best in Swimwear and Best in Filipiniana, while Mr. Almazon, who aimed to secure STEd’s first-ever Mr. BiPSU crown, received the Ms. Jusa's Healthy Body special award.

Mr. John Patrick D. Nebreja from the School of Technology and Computer Studies (STCS) and Ms. Antonette S. Escano from the School of Criminal Justice Education (SCJE) earned the titles of Mr. and Ms. BiPSU 2nd Runners-Up. Mr. Nebreja also received the Best in Production Number minor award.

The School of Engineering (SOE) saw both its candidates, Mr. Jestoni Catam-isan and Ms. Kate Abegail Baco, finish as Mr. and Ms. BiPSU 3rd Runners-Up.

Other awardees included candidates from the School of Arts and Sciences (SAS): Mr. Stanley Jaypee B. Morales and Ms. Catherine N. Radam, who secured the Best in Regional Attire minor awards. BiPSU-Biliran Campus’s Mr. Charles Justine M. Dandan and Ms. Jessa Mae Collera were awarded Mr. and Ms. Photogenic, while SCJE’s Mr. Mark James R. Toñacao and Ms. Antonette S. Escano bagged the Mr. and Ms. BiPSU Popular minor awards.

Strengthening its Performance Governance Systems (PGS), Biliran Province State University (BiPSU) led by University President, Dr. Victor C. Cañezo, Jr.,  successfully engaged in an organization assessment with the Institute for Solidarity in Asia (ISA) on August 28 via Zoom. 

ISA is a non-profit dedicated to transforming the public sector in the Philippines. They collaborate with government agencies, hospitals, and schools to inspire good governance and build a shared vision where every institution delivers and every citizen thrives.

The assessment marks the initial phase of BiPSU’s PGS initiation state, which aims at assessing the effectiveness of the university’s current governance mechanisms and practices. 

Moreover, the objectives include identifying key pointers and actionable steps that will lead the university to transition from the formulation of its basic governance documents to the executive of its strategic goals, guided by its WoW BiPSU 2.0 development plan. 

In a statement, Dr. Cañezo mentioned that the university wanted to enhance its governance mechanisms and practices. “By doing this, we would like to address potential gaps and opportunities through this intervention to meet its long-term objectives and maintain its trajectory toward excellence in higher education.”

The assessment session was attended by BiPSU’s top officials, including University President Dr. Victor C. Cañezo, Jr.; Dr. Susan S. Bentor, vice president for Academic Affairs; Dr. Rossini Pitao, vice president for Administration and Finance; Dr. Roland Niez, vice president for Research, Innovation, and Extension; Dr. Concepcion M. Gayrama, Chief Administrative Officer (CAO) for Administration; Atty. Pahmi Hadji Ampaso, CAO- Finance;  Dr. Carlito Cabas, director of Quality Assurance and Accreditation (QAA); Dr. Alvin Ampong, director of Extension Services; and Engr. Jessie Mari Cerera, director for the Institutional Planning Office. Representing ISA was Ms. Barbiel Ladiana, the program facilitator, who guided the university through the assessment process.

During the assessment, the university president highlighted BiPSU’s recent successes, including securing grants from the Department of Trade and Industry (DTI) and the Commission on Higher Education (CHED). He also discussed strategic partnerships, such as land development projects on the Biliran campus, and emphasized the university's increasing recognition in research, with more publications indexed in Scopus.

Further, he also highlighted BiPSU’s dedication to quality education, emphasizing the regular faculty training programs and incentives that have improved teaching standards. Additionally, he shared the university’s progress in hiring research experts and expanding international programs through student and faculty exchanges, which have boosted BiPSU’s global presence, as part of its vision to be an internationally recognized university. 

Dr. Canezo also mentioned BiPSU’s active role in community engagement, particularly through collaborations with local government units (LGUs) and other agencies. He  added that these partnerships have not only improved the university’s service delivery but have also contributed to a higher employability rate among graduates. 

He also underscored the successful implementation of class shifting and the significant increase in student enrollment, which according to him impacted the university’s income through the Student Trust Fund (STF). 

Following the assessment, ISA provided a series of recommendations designed to help BiPSU further refine its governance framework and enhance its strategic execution. These insights will be crucial as the university moves forward with its development plan, ensuring that BiPSU continues to uphold the highest standards of leadership, management, and academic excellence.

Recently, BiPSU conducted an organizational assessment survey as part of the "WoW BiPSU 2.0" development plan for 2024-2027. The online Strategic Readiness Test Survey was administered to BiPSU employees and students to determine the university's preparedness for this initiative.

In line with Biliran Province State University's Kick-Off Founding Celebrations this year, a series of activities highlighting research and innovation culminated on August 29 at the university’s Student Center.

“We gather not only to honor our rich history but also to look ahead and shape a future driven by innovation, research excellence, and transformative ideas,” Dr. Roland A. Niez, vice-president for Research, Innovation, and Extension, said.

Booth exhibits featuring Research, Innovation, and Extension Services (RIES) were displayed by different schools from both the Naval and Biliran campuses, with themes centered on the Sustainable Development Goals.

The event was opened by Dr. Victor C. Cañezo, Jr., university president; Dr. John Glenn D. Ocaña, Department of Science and Technology (DOST) Region VIII director; and Prof. Don Eliseo Lucero-Prisno, founder of GHF-University Excellence.

Additionally, an Innovation and Technology Pitching Competition highlighted presentations by faculty and students pitching new technologies or ideas to potential investors and business partners.

Four entries from the Faculty Category qualified for the 3-minute pitch competition, representing the School of Technology and Computer Studies (STCS), the School of Teacher Education (STEd), the School of Management and Entrepreneurship (SME), and the School of Engineering (SOE).

Meanwhile, there were five entries in the Student Category, representing STCS, STEd, SME, the School of Arts and Sciences (SAS), and the School of Criminal Justice Education (SCJE).

The participants had previously attended a seminar-workshop titled "How to Pitch Your Innovation Start-up in 3 Minutes," facilitated by Dr. Reynaldo Garnace, a SPED Generalist based in New York, on August 22-23.

The Board of Adjudicators, composed of scientists and innovators from DOST Region VIII, included Dr. Ramil T. Uy, regional coordinator for the Grass Roots Innovation, Smart and Sustainable Community Program, and Science and Technology Scholarship Program; Dr. Romeo L. Dignos, Chief Science research specialist; and Ms. Jean Gay O. Ragub, Senior Science research specialist.

After a competitive round of presentations, the victors of the Technology and Innovation Pitching Competition were announced: the STED students won with their innovation, "Space Sailors Game Application: Revolutionizing Astronomy Education Through Gamification," while the STCS faculty impressed with their "SMART Cacao Helper" technology pitch.

In second place, SME students and SOE faculty showcased innovations in coconut pastil and a solar-powered rice vending machine, respectively. Third place went to SCJE students and STEd faculty, who impressed the judges with their alternative magnifying glass holder for forensic analysis and a biocycle game application, respectively.

The winners of the booth exhibition will be announced on August 31.

 In line with the celebration of the 52nd Founding Anniversary, Biliran Province State University (BiPSU) unveiled its new state-of-the-art Teleconferencing Center facility through a formal inauguration ceremony, which was held at the second floor of the Automotive Building today, August 29.

The conversion of the old president’s office into a state-of-the-art teleconferencing center is expected to serve a multitude of purposes, primarily supporting the university's research activities. However, its utility extends beyond research, as it will be instrumental in facilitating virtual meetings for various university events, collaborations, and engagements that require seamless communication across distances.

Moreover, this project was made possible through the collaboration of BiPSU with the Visayas Consortium for Agriculture, Aquatic, and Natural Resources Program (ViCARP) and Department of Science and Technology (DOST) after receiving ICT equipment amounting to more than five hundred thousand (500,000) pesos from the DOST-Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (DOST-PCAARRD) in July 15, this year.

The inauguration was graced by distinguished guests, including the keynote speaker for this year’s founding celebrations, DOST Regional Director Dr. John Glenn D. Ocaña. Also in attendance were Mayor Gretchen Espina of Local Government Unit (LGU) Naval, DTI Provincial Director Dr. Faustino Gayas, and key officials from BiPSU.

In his message, Dr. Ocaña emphasized the significance of the new facility, saying, "The inauguration of the newly established Teleconferencing Center is a testament to BiPSU's commitment to embracing technological advancements and providing your students with the tools they need to succeed in an increasingly digital world.”

The keynote speaker affirmed that this center will not only enhance BiPSU’s educational offerings but also serve as a hub for innovation and collaboration that will connect with more partners and experts not just within the region, or national, but from around the globe.

With this new facility, BiPSU aims to not only enhance its research capabilities but also to strengthen partnership with academic and research institutions both within and outside the country.

Centered on the university’s vision of weaving BiPSU to the world and the world with BiPSU, Biliran Province State University officially commenced its 2024 Founding celebration today, August 29 at the university gymnasium. 

The commencement this year highlights BiPSU's four key historical milestones in the university’s journey including, the  79th anniversary of High School founding on October 30, 1945, 52nd Naval Institute of Technology (NIT) founding on August 31, 1972, 15th Naval State University (NSU) conversion on October 14, 2009; and the 5th BiPSU charter on February 13, 2019.

In his message, University President Dr. Victor C. Cañezo, Jr., reaffirmed his commitment to building on the foundations laid by his predecessors and to continuing efforts to ensure that the university remains an excellent institution of higher education.

“Our founding celebrations remind us of the responsibility we carry—to continue building on the foundations laid by those who came before us and to ensure that BiPSU remains an excellent public institution for the generations to come.”

Dr. Cañezo also proudly announced BiPSU's impressive ranking in the 2024 World University Rankings for Innovation (WURI), placing 29th in Social Responsibility, 32nd in Leadership, 34th in Student Support and Engagement, and 98th in the Global Top 300 Innovative Universities, out of 1,000 universities worldwide. This achievement, the President emphasized, is a testament to the hard work and dedication of the entire BiPSU community.

"This recognition is a validation of the real-world impact we are making," he said. "We are living our mission—to provide quality and relevant instruction, research, and extension services that empower and uplift our people."

As the university’s chief steward, Dr. Cañezo expressed his appreciation to the entire BiPSU community, highlighting the collective efforts that have brought the university to its current state. He also acknowledged the hard work and dedication of the university’s faculty, staff, and students, emphasizing that their contributions are the true foundation of BiPSU's success.

Moreover, the opening ceremony featured an inspiring parade of Intellectual Properties (IPs), a competition organized by the Research and Development Office headed by Dr. Roland A. Niez, vice-president for Research, Innovation and Extension and Dr. Pearl Irish de Paz, Director of RDO, and was participated by students representing the innovative research ideas of each school.This fashion showcase integration of research, culture, and the arts, and a reflection of the university's holistic approach to education.

The awarding of certificates of recognition to individuals and groups who have made significant contributions to BiPSU's intellectual property (IP) development, publications, extension programs, and World Universities Ranking Initiative (WURI), transpired.

Meanwhile, this year’s founding featured  Dr. John Glenn Ocaña, regional director of the DOST Regional Office VIII and a member of BiPSU’s Board of Regents, as the keynote speaker.

In his message, Dr. Ocaña mentioned the strong partnership between BiPSU and DOST in advancing science, technology, and innovation (STI) in the region. He underscored the numerous collaborative projects undertaken by the two institutions, including the establishment of the Food Research and Development Center, the CEST project in Higatangan Island which includes the Water Purification System using Solar Power, the ECO SEP with Communal CR , the Drone for DRR Mapping, and the IT Innovation Hub.

He also praised BiPSU's dedication to community engagement, citing the university's role in providing scholarships, training, and extension services to the people of Biliran.

On the other hand, Dr. Maximo C. Aljibe, director of the Commission on Higher Education (CHED) Regional Office VIII, also conveyed his message, expressing his gratitude for BiPSU's continued support of the CHED's programs and activities.

"As you celebrate this momentous activity, know that your achievements not only enhanced BiPSU's reputation but also advanced higher education in the region, in our country, and of course worldwide," the regional director said.

He also stated that the accomplishment of the university is a testament to BiPSU’S exceptional support system, societal impact and leadership, a reflection of the leadership of Dr. Cañezo and all other officials of the university.

Meanwhile, Hon. Gerardo Roger Espina, and Hon. Gerardo Espina Jr. the Provincial Governor and Congressman of Biliran, respectively, expressed their greetings to the BiPSU community via video message. 

Not the typical celebration

Unlike the previous years of university where cultural shows take the center-stage in the founding anniversary celebration, this year’s celebration centered on instruction, research, innovation, and extension services.

Dr. Cañezo announced that the celebrations will continue until February 13, 2025. However, to minimize disruptions to academic activities, the events will be scheduled exclusively on Wednesdays.

"One of our primary goals is to address concerns from the Educational Commission regarding the impact of unscheduled activities on the quality of our students' education," Dr. Cañezo stated. "By organizing our events in this structured and seamless manner, we can maintain our commitment to delivering quality education while also celebrating our university's proud history."

He also noted that the extended celebration period reflects the various founding anniversaries that BiPSU has to commemorate. The university president emphasized that the extended celebration is necessary because BiPSU has multiple founding anniversaries to honor.

Following the opening ceremony, BiPSU will unveil its new Teleconferencing Center, a significant investment in enhancing communication and collaboration within the university. Later this afternoon, the Research, Innovation, and Extension Services Exhibits will commence to be followed by Technology and Innovation Pitching Competition. The celebrations will continue on August 31, Saturday  with a serenade, a fun-run and energetic Zumba sessions to take place at the BiPSU Oval.

Addressing an audience that included the board of regents, key officials, faculty, students, and guests, Dr. Cañezo opened the celebration with a message of gratitude and pride. 

“Today, we not only honor the legacy of our institution but also reflect on the tremendous strides we’ve made together,” he added.

Dr. Cañezo expressed his appreciation to the entire BiPSU community, highlighting the collective efforts that have brought the university to its current state. Further, he acknowledged the hard work and dedication of the university’s faculty, staff, and students, emphasizing that their contributions are the true foundation of BiPSU's success. 

“Over the past three years, we have developed more than 100 utility models,” he noted, emphasizing that these achievements are not just numbers but represent tangible innovations impacting communities. 

He also mentioned the 32 research projects earmarked for commercialization and the over 200 publications that BiPSU has contributed to the global body of knowledge. 

“With nearly 400 completed research projects in just the last three years, we have demonstrated our commitment to advancing knowledge and innovation,” he added.

Another significant highlight of Dr. Cañezo’s address was BiPSU’s recent recognition in the 2024 World University Rankings for Innovation (WURI). 

“Out of over 1,000 universities worldwide, we ranked 29th in Social Responsibility, 32nd in Leadership, 34th in Student Support and Engagement, and 98th in the Global Top 300 Innovative Universities,” Dr. Cañezo proudly shared.

He acknowledged this as the highest ranking in Region 8 and one of the most improved universities globally since 2021. 

“Next month, I will have the honor of traveling with our team to Seoul, South Korea, to accept these awards on behalf of the entire BiPSU family,” he announced.

The president expressed his deep humility and pride emphasizing that it only reflects the university’s commitment to its vision—to be an internationally recognized university that is responsive to both local and global communities.

The Founding Celebrations commemorate key historical milestones in the university’s journey. “We celebrate key milestones in our history: the 52nd NIT Founding on August 31, 1972; the 79th anniversary of our High School Founding on October 30, 1945; the 15th NSU Conversion on October 14, 2009; and the 5th BiPSU Charter on February 13, 2019,” Dr. Cañezo recounted. 

In closing, Dr. Canezo expressed deep gratitude to BiPSU’s partners and stakeholders, including the Department of Science and Technology (DOST), the Commission on Higher Education (CHED), the Department of Trade and Industry (DTI), and local government units. Their support, he said, has been instrumental in the university’s journey toward realizing its #WoWBiPSU2.0 Development Plan.

“As we kick off our 2024 Founding Celebrations, let us do so with a spirit of joy, humility, and gratitude. Let us celebrate our achievements, not with pomp, but with pride in knowing that we are making a difference,” Dr. Cañezo concluded. 

The Founding Celebrations will continue throughout the week, with a series of events not only focusing on research, innovation and extension activities but there will also be a series of sports events for BiPSU employees.

Energies soared high at the university gymnasium as 16 hopefuls vying for the relished crowns showcased their elegance and wit during the preliminary competition of Mr. and Ms. BiPSU 2024 on August 28. 

The preliminary competition featured three major exposures, including the Grand Production, School Uniform segment, and Preliminary Question and Answer (Q&A) portion. 

During the grand production, candidates swayed with poise, setting the stage for the competition. The school uniform showdown followed where candidates slew in their uniforms, flaunting defined sophistication.

Moreover, the preliminary Q&A portion tested the intellect and awareness of the contenders, with questions ranging from personal insights to recent societal issues. This segment also gave the candidates a chance to present their advocacy, adding depth to their potential as future title-holders.

Tomorrow, August 29, the grand coronation of the most anticipated pageant event in the province will take place at the same venue.
