Biliran Province State University (BiPSU) delegation is now at the Visayas State University (VSU) Main Campus, Baybay City to compete for the annual Philippine Association of State Universities and Colleges VIII (PASUC-8) Culture and the Arts Festival. Biliran Province State University (BiPSU) delegates stood out at the 3rd International Convention on Student Affairs and Services (ICSAS) 2023, themed "Accelerating SAS Programs toward attaining Sustainable Development Goals," held from September 29 to October 1 at Baguio Teacher’s Camp, Baguio City, Philippines.

Biliran Province State University (BiPSU) concluded its celebration of Science and Math Month on September 28, led by the People Who Understand and Love Science Enigma (PULSE) organization. The culminating event took place at the BiPSU Gymnasium, marking an end to the 2023 Science and Math Month activities.

On September 28, 2023, the Biliran Province State University (BiPSU) community, under the leadership of President Dr. Victor C. Cañezo, Jr., came together in a solemn display of devotion to the Blessed Virgin Mary, in the appearance of the Birhen Del Rosario. This event included a prayer vigil and a procession on the university grounds.

The Biliran Province State University-School of Management and Entrepreneurship (BiPSU-SME) marked the culmination of World Tourism Day 2023 on September 27, with a day filled with informative sessions and exciting competitions at the University Students Center.
